The British Council is the UK's international organisation for cultural relations and educational opportunities. We create friendly knowledge and understanding between the people of the UK and other countries and work with 100 countries across the globe in managing innovative programmes in the arts, English language, education and civil society. The British Council has adopted a major new strategy to embed good evaluation practice and to transform the way it undertakes monitoring and evaluation in all of its work. This will enable us to generate high-quality evidence of our impact (even in hard-to-measure areas) and ensure that lessons are learned and shared. We have recently set up a Results and Evidence Framework for the whole organisation, which is narrative based around key areas of delivery. The British Council requires access to a range of experts who are able to provide high-quality and internationally-recognised evaluation knowledge and skills to design and to undertake evaluations across the organisation's policy areas and programmes. We work in different contexts from fragile states to developed economies. As well as supporting our face–to-face work we also want to strengthen our evaluation of digital channels. This component of the framework aims to professionalise evaluation through the provision of technical evaluation training courses aligned to the British Council Evaluation Competency Framework. This component of the framework aims to change the way evaluation is managed and embedded, and to provide an effective approach, through a technical support service, to upgrade the standard of commissioning and managing evaluation. The QA supplier will manage a core help-desk, identify expertise, broker, and monitor and manage quality assurance and technical advice requests for evaluations.
