The purpose of this PIN is to gauge market interest in a potential future contract opportunity. It will also inform HIE's procurement strategy ensuring that any procurement route subsequently selected is attractive to the marketplace and will provide a competitive tendering environment for efficient delivery of any future contract requirements. Supporting communities to deliver economic and social impacts is a central part of HIE's approach to achieving sustainable inclusive growth across the Highlands and Islands. HIE's support to date has been able to: — Substantially increase the capacity of local communities to undertake community-led development. — Support communities to address market failure in service delivery, especially in more rural and remote areas. — Develop income-generating assets. The Scottish Government's increased focus on Inclusive Growth and Empowerment will enable more communities to benefit from acquiring assets and have a role in service design/delivery; this will create many new opportunities over the life time of this project. However, it is anticipated these new opportunities for communities will be more complex in nature and will operate in a more competitive funding environment, therefore organisations will require more support to enhance their capacity to take forward new opportunities and ensure their financial sustainability. HIE develops and implements support programmes which blend economic and social development. To ensure our support continues to meet the needs of our community clients we periodically undertake reviews and development new programmes. This project will enhance the support HIE provides mainly to Account Managed Communities and to smaller scale social enterprises.
