Tender description

Westminster City Council invites suppliers to tender for the provision of an Arboricultural Services Framework Agreement. In addition, the successful service provider will be awarded a contract with Westminster City Council. The resulting agreement will be available for use by all Contracting Authorities throughout London (incl. Greater London)and the Home Counties (as defined by the Public Contracts Regulations 2015) including but not limited to Government Departments and their Agencies, Non-Departmental Public Bodies, Central Government, NHS Bodies, Local Authorities, Emergency Services, Coastguard Emergency Services, Educational Establishments, Registered Social Landlords and Registered Charities who have a need to purchase the above services. The home counties are defined as all the above mentioned Contracting Authorities based in; Berkshire, Bedfordshire, Buckinghamshire, Cambridgeshire, Essex, Hampshire, Hertfordshire, Kent, Oxfordshire, Surrey and Sussex. Westminster City Council will award a contract to the successful service provider following evaluation of the tender. In addition, the successful provider will be awarded onto an Arboricultural Services Framework Agreement as sole provider which will me available to other public sector bodies as previously stated in this notice. A brief summary of the services for Westminster City Council which the contractor will need to provide is as set out below but these will be more particularly described in the specification which will be provided in with the tender. There are approximately 20 000 trees associated with this contract. 9 000 of these are street trees, 4 000 trees on City West Homes estates and a further 7 000 trees in Westminster's parks and 3 cemeteries at East Finchley, Hanwell and Mill Hill. — The contractor shall undertake the full range of tree surgery operations to trees situated on the City of Westminster's highways, parks and open spaces and cemeteries located at Hanwell, W9, Mill Hill, NW6, and East Finchley, NW3. — The contractor shall undertake an annual programme of tree planting to include exploratory works and the construction of tree pits in the public highway. — The contractor shall provide appropriate staff and machinery to deal with any tree emergencies that may arise at any time, day or night 365 days each year. — The contractor shall attend regular meetings with the appropriate city council officers to ensure the safe and smooth running of the contract. — The contractor shall comply with all relevant Health and Safety legislation, industry standard, and the council's Health and Safety policies in the execution of the contract. A Framework Agreement (4 year term) with a sole provider will be let and public bodies specified in this notice will have the option to ‘call off’ from the Framework Agreement for a duration that can be determined by each public bodies when running their own ‘call off’. The approximate value of the Westminster City Council contract is circa 5 000 000 GBP.
