Tender description
The management and operation of The Hamble School sports facilities — an indoor sports complex including swimming pool, fitness suite, sports hall and specialist gymnastics facility. Additional external facilities include a floodlit all-weather hockey pitch and floodlit tennis courts. The Leisure Operator will have responsibility for all income generation and facilities management tasks via lease / licence and management contract. The headline responsibilities of the Leisure Operator include: — Opening and closing the facility, including caretaking and operational security; — Responsibility for all income generation and collection tasks including programming, pricing, marketing etc. (although will be subject to programming and pricing restrictions at certain times as included in the Services Specification); — All facilities management tasks, including planned and reactive maintenance, lifecycle maintenance, excluding building structure some other defined responsibilities; — To provide fitness equipment as required throughout the contract term; — To provide sports equipment as required throughout the contract term. The Council is using the Restricted Procedure pursuant to the Public Contracts Regulations 2015 (‘Regulations’). This ITT sets out how the Council will conduct the procurement. Services of the nature of those required to be delivered under this Contract are designated as ‘Schedule 3’ services under the Regulations, as amended, and as such, are not subject to the full requirements of the Regulations. The Council is only bound by the application of the Regulations to the extent that they are applicable to Schedule 3 services as set out in Section 7 of the Regulations. The term of the proposed contract is 10 years with a potential extension period or periods at the Council's discretion of up to 5 years (making to maximum total 15 years). The estimated range of income generation under the contract over the 10 year term and the potential extension is between 12 600 000 GBP and 15 000 000 GBP.
