Summary of the work To assist GC Programme Team in continuing to deliver all output/outcomes detailed in the Implementation Plan workstreams schedules through the provision and management of suitable qualified resources. Expected Contract Length 18 months Latest start date Thursday 1 February 2018 Budget Range £6.954M over 18 months Nominal £50K for T&S not to exceed this figure Why the Work is Being Done To provide Delivery support (resources suitable to ensure the expected outcomes) to the Crown Servant programme team running the Network GC Implementation Plan programme. GC Implementation programme will manage the transition and migration of services from the DFTS contract onto the new Global Connectivity contract managed by Fujitsu. The Implementation plan covers 3 areas; Service Implementation, Migration of site (UK and Overseas) and DFTS Exit. Problem to Be Solved Global Connectivity has insufficient numbers of Suitably Qualified and Experienced Personnel (SQEP) to scope, define and migrate replacement services as well as to continue to progress and manage in flight activities. There is no access to functional specialists and knowledge not available ‘in-house’. Who Are the Users The GC Programme will deliver, an improved C4ISR capability and user experience that meets the needs of the operational Forces. It will provide access to coherent, assured Information and Communication Services (ICS), regardless of the individuals location, that maximise mission effectiveness across the full spectrum of military operations and with allies and partners’. Work Already Done The programme is 2 years into a 5 year contract. The primary workstreams are: • Service Implementation & Change – 8 services have need transitioned including LAN and WAN. The only outstanding service to be transitioned is Boundary Protection Services (BPS) due within the next few months. • Migration - currently in the middle of the WAN migration to UK and Overseas sites. • Above Secret – service transitioned and being migrated. • DFTS – management of migration activities and service closures. Existing Team The current core team comprise a mix of civil servants and contractors totalling 69 people. At 69 the team is already under resourced. Functionally, the Crown Servants resources available consist of project management, commercial and financial skillsets. There is also specialist support provided through a number of different areas within ISS not included in the core team count. The bidder will be expected to deploy staff on site and be available during core business hours Monday through Friday. Access to MoD systems will be provided and other productive assets may be utilised if they meet MOD security and can obtain the required documentation. There may be requirement for travel to other locations within the UK and Overseas based on tasking but these will be limited and T&S provision has been made to a value not exceeding £50K Security Clearance SC must be in place prior to contract commencing due to nature of projects. SC status must be valid for duration of contract. DV required for individuals delivering the systems engineering outcomes. No BPSS or Disclosure Scotland. The Authority will NOT sponsor Clearance. Individuals should be single UK nationality only. Additional T&Cs Security Aspects Letter available on request. No Personal Laptops. Is this task deemed inside or outside IR35? This task is outside IR35 legislation 2. Is project support for migration of UK connectivity required? Yes – Support to UK and overseas migration is required 3. Is project support for migration of overseas connectivity required? Yes – Support to UK and overseas migration is required 4. What services at Above Secret are included, e.g. Conference, Fixed Voice Connectivity Projects are the only Above Secret service covered by this requirement, however there is a requirement to engage with the AS Voice & VTC team 5. Based on the current team size of 69, what consideration has been given to the number of individuals required for the remaining phase? The Global Connectivity Programme team total size is currently around 69 individuals made up from a mix of Crown Servants and Contractors. Currently there are around 21 individuals (Around 18 Full Term Equivalents) employed and we would expect the new supplier to need to use a similar number of people to deliver the required outcomes, depending on skillset and experience. 6. Will the resources required for the Boundary Protection Services project fit into existing teams, or will a new team be created? Boundary Protection Service project resources will be required to fit into the existing team. Boundary Protection Service project currently utilises around 3.5 FTEs which are a subset of the 69 individuals in the Global Connectivity Programme Team. 7. Was the resourcing requirement for the Boundary Protection Services always planned to be resourced with new personnel rather than the existing in place team of 69? Yes this was planned, due to an expiry of the current contract and necessity of future activities. 8. If the new resources were not planned, what change has occurred in the project that has led the new heads to be required? The resources were initially not planned due to the intention that the migration phase would have been completed by Jun 2017 but for various reasons, the migration programme is not expected to complete until early 2019. 9. Please list the technology sets and vendors involved, ie WAN, LAN, routers, firewalls, load-balancers, IDS/IPS, log management etc – Cisco, Juniper etc WAN ( Juniper)LAN (mix including CISCO and Juniper)Other equipment is a mix but does include Cisco for gateway firewalls and some IDS and Endace for some edge packet capture/buffering 10. Please outline the specific deliverables required for the new team as part of the Boundary Protection Services project Ie design, build, implementation, handover to support Potential activities will be defined in future Statement of Works. Skills required combine Project Management; Risk and issue management; Scheduling; Introduction to Service & handover to live.Integration with other ISS services; Stakeholder & Supplier management & Communications cross Government. 11. How many of the current team require DV vs SC? What is the anticipated mix of the future team that will require DV vs SC? DV clearance will be required for at least 2 Project Management resources, with DV clearance also preferable for other resources employed on the contract, preferably Strategic Advice and Technology Specialist support. 12. Who is the SRO for the project? CIO/CEO ISS 13. In the current team are the non MOD personnel individual consultants/specialists brought together to make a team or are they a team provided by an incumbent? The Global Connectivity Programme Team is made up of a mixture of resources including Civil Servants and various contractors through a number of frameworks. The incumbent contract ceases in Dec 2017, hence a need for new competition.
