Tender description

WLC is seeking to appoint a suitable contractor to provide facilities management and security services for the Civic Centre, Arrochar House, Torridon House, and the Whitehill Service Centre (WSC). The Whitehill Service Centre will be the new single location operating hub for West Lothian Council's Operational Services. The site is split into two main centres — North and South. Services operating from the Centre consist of Roads and Transportation, Recycling and Waste, Fleet and Community Transport, NETS, Land and Countryside Services, Public Transportation, Facilities Management, Inprint and Operational Support staff. At peak times there will be around 700 staff using the facility. The Whitehill Service Centre is a seven day a week operational site including 24 hour access to deliver critical services including Winter Maintenance and fleet servicing. West Lothian Civic Centre is a new build, 3 storey, 18 580 m2 building located in Livingston, West Lothian. The Civic Centre was opened in 2009, and accommodates in excess of 1 000 people from 7 public service organisations, including West Lothian Council (WLC), Police Scotland, Scottish Courts Service and Procurator Fiscal. Arrochar House and Torridon House are semi-detached, 2-storey, office buildings, totalling approximately 2 500 m2, built around 1999, located in Livingston, West Lothian. Arrochar House is an operational building accommodating around 170 staff from a number of council services, incorporating the Livingston Social Work and Housing offices. There is a partial lower ground floor in Arrochar House, comprising training suites and meeting rooms. The adjoining Torridon House is a tenanted property, let to third parties on a commercial basis.
