The London Borough of Bexley seeks to have world class digital infrastructure across the Borough to drive economic development, social inclusion and enhance the delivery of public services. In order to achieve this there is a requirement to: • Improve cellular coverage and capacity: There is a need to enhance the cellular wireless infrastructure as widely as is commercially feasible across the Borough. This will be achieved by facilitating a world class wholesale network for wireless services providers and operators to meet the requirements for increased coverage and capacity of the mobile industry • Provide a free to use public access Wi-Fi service in the key commercial centres of the Borough. This should be implemented through the deployment of Wi-Fi/WLAN technology in compliance with IEEE Wireless LAN Protocol 802.11ac standards as a minimum. • Improve the choice of broadband provision in business premises and homes by encouraging Fixed Wireless Access providers. The London Borough of Bexley wishes to select a suitably qualified and experienced concessionaire to design, deploy and operate Borough-wide wholesale wireless communication services in exchange for the right to use the Council’s street furniture and property assets in the coverage area. It is expected that the concessionaire will select some of the available street furniture and other property assets to attach networking equipment to form a network capable of delivering wireless services. Upon completion of a successful procurement process, the London Borough of Bexley intends to award a public services concession contract to the concessionaire.
