Tender description

Powys County Council's Waste and Recycling Service, having undertaken a review of the Council's Household Waste Recycling Centres, has tendered for the supply and installation of waste compaction units and containers to allow the service to achieve savings in relation to the costs of transportation and haulage of waste. It is intended that 12-13 compaction units and containers will be purchased but this will be dependant on available budget. 1.1. Powys County Council's (The Council) Waste and Recycling Service (WRS) has undertaken a review of the provision of Household Waste Recycling Centres (HWRC) within the county of Powys, Mid Wales. 1.2. There are currently five HWRC's within the County of Powys, as per appendix A, which are operated, on behalf of the Council, by a third party. 1.3. A proposal to reduce the number of HWRC's from five to four, to achieve savings, was included in the Council's Medium Term Financial Strategy (MTFS) and this was agreed in principle by the Council in February 2016, however, due to overwhelming public demand, this proposal has been deferred for at least 12 months and a range of alternative proposals, outlined below, are being implemented to achieve a proportion of the savings: — Reduction in the number of days of operation at each site, — A ban on commercial vehicles accessing and using the HWRC's, — Introduction of compaction equipment to reduce transportation and haulage costs.
