Tender description
Essex County Council (ECC) in conjunction with the full members of the Essex Online Partnership (EOLP) and other public bodies are looking to establish a Framework Agreement to provide access to a diverse range of providers with a variety of training, development and delivery approaches. The Framework will be for a period of 4 years. The Framework Agreement has been split into four (4) Lots: Lot 1 — Developing IT Capability; Lot 2 — Provision of e-learning; Lot 3 — Project Support; Lot 4 — Developing IT professionals. Suppliers have the opportunity to tender for one or more of the above Lots. The estimated value of this Framework indicated at II.1.5 and II.2.6 are indicative only. No level of expenditure is guaranteed under this Framework. The values stated are an estimate of the potential value of all contracts that may be entered into by ECC and other Public Sector partners named above throughout the duration of the Framework. ECC are looking to appoint a single provider to Lot 1. This Lot will cover the development of an organisations IT Capability including the design, development and delivery of education and training interventions that build user capability, confidence and positive engagement with new technologies. Typical activities required under this Lot include, but are not restricted to: — Scoping training requirements; — Developing training programs; — Delivery of training; — Hosting surgeries and webinars for applications; — Creation of supporting materials for users; and — Appropriate account management, administration and reporting to each organisation. ECC are looking to appoint up to a maximum of ten (10) providers to Lot 2. This Lot will cover the development, creation, maintenance and reporting of e-learning materials. Typical activities required under this Lot include, but are not restricted to: — Scoping of requirements; — Focus Groups/ Market research where required; — Creation of materials; — Provision of technical support; — Events (including virtual/online activities); — Training on the product to relevant users; and — Stakeholder engagement. ECC are looking to appoint up to a maximum of five (5) providers to Lot 3. This Lot will cover the provision of experienced IT trainer resources to support IT education and training work programmes as and when required on an ad-hoc basis at relatively short notice via experienced IT trainer resources. These materials and interventions will become part of the BAU portfolio as outlined in Lot 1. Typical activities required under this Lot include, but are not restricted to; — Project support for Project managers; — Delivery of training interventions; — Creation of training materials; and — Organising course schedules and bookings. ECC are looking to appoint up to a maximum of twenty (20) suppliers to Lot 4. This Lot will cover the development of IT professionals through the provision of off-the-shelf and bespoke solutions and specialist education and training for IT professionals including technical, business and soft skills. Typical activities required under this Lot include, but are not restricted to; — Diverse, industry leading training for all partner organisations requirements; — On site delivery at your own high quality venues; — Blended learning offerings e.g. e-learning, remote access, classroom; — Ability to work with stakeholders to scope and produce bespoke training activities to meet technical or business need; — Procurement of any training requirements that you cannot meet on any organisations behalf from reputable quality suppliers; and — Strong account management with regular reporting on uptake and budget spend.
