Tender description
Worcester City Council is inviting Tenders from Suppliers for the provision of free Wi-Fi and Footfall counting in Worcester city centre. The Council is seeking the services of a private partner for an initial contract term of 3 years and an option to extend by a further 3 year period. The following core objectives have been identified: Wi-Fi i. Free access for consumers visiting in the defined area within the city centre (see figure 2, page X). Unlimited in duration, but with daily limits in total data to a connected device. The service should ensure consumers in the city remain connected, but is not intended to be sufficient to replace broadband connections for homes or businesses. ii. Business Grade Provision. The ability to deliver a higher speed service than is currently available to many businesses in the area who wish to subscribe to such a service (this subject to the level of interest from businesses). Footfall data across the defined area i. Ability to count devices, whether connected or not, and analyse movement around the defined area, including length of stay, and zonal dwell times. ii. Capture additional information on visitors, such as gender and age group. iii. Provide data that helps ‘sell’ the city to investors, and demonstrate the importance of the city centre. iv. Generate data as yet unknown which may be useful to the Council. Marketing i. Capture data of connecting consumers for use in future marketing projects, using variety of alternatives including e-mail and social media. ii. Target with push notification offers on first connection and future visits to the city. iii. Lead them to land on an agreed website page. iv. Exploit viral marketing opportunities presented by social media to attract the friends of visitors into the city centre defined area too. v. Build a database of consumers that can be used across multiple marketing platforms. Future proofing I. Hardware and Software with the ability to in future also carry: — a. CCTV data, — b. ANPR messaging, — c. Interactive Parking signage data.
