Provision of Community Care Bed Services on behalf of NHS Leeds South & East Clinical Commissioning Group

Tender description

NHS Leeds South & East Clinical Commissioning Group (CCG) as the Lead Commissioner on behalf of the three NHS Leeds CCGs wishes to commission Community Care Bed Services which will support people who have had an episode of ill health either at home or in hospital, and require a period of recovery and/or rehabilitation prior to returning to their own home or other long term care. The Services are intended to be delivered within a care home with nursing environment or similar, and requires the close collaboration of several elements - including nursing, therapies and carers. The CCG is looking to commission 190 Community Care Beds city-wide across Leeds, with the Community Care Beds ideally being geographically spread across the city to support accessibility and links with local communities. Providers are encouraged to collaborate in order to be able to meet the CCG's requirements, support increased integration and best practice and to reduce potential duplication. The contract duration will be five years & five months, with one optional extension for up to a further two years. It is intended that the new service will commence from 1st November 2017. The anticipated annual value is c.£9.63m (excluding CQUIN), with the total value of the contract for the full potential seven years & five months is c.£71.4m. The Services to which this Procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the "Regulations"). As such, the procurement of the Services is being run as a bespoke, single-stage application process akin to the Open Procedure. NHS Leeds South and East CCG does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 services. This opportunity is also being advertised in OJEU.
