Tender description

Portsmouth City Council, 'the Authority', is inviting tenders from electric vehicle charge point providers to deliver proven solutions for residential on-street charging. This tender follows another tender to deliver residential on-street charging, which explicitly excluded the option of using marked out electric vehicle parking bays for access to electric vehicle charging points. The Authority will consider all returns submitted under both tenders and, at its sole discretion, will award one contract based on the outcome of a decision regarding the use of marked bays, which is scheduled to take place at the end of November 2017. The Authority has a budget of £133k for the capital costs of procuring and installing charge points at 21 approved Portsmouth locations, which is 75% funded from the Office of Low Emission Vehicles (OLEV) On-street Residential Chargepoint Scheme (ORCS). The Authority is targeting to have awarded the contract by 19th December 2017 with an immediate commencement date for mobilisation and because, as part of the funding, OLEV require all charge points associated to the initial scheme to be in place by 31st March 2018. Tenderers must therefore use this as the completion date for their programme. If this date is not felt achievable please contact the Authority via the clarification process as soon as possible raising this. The Authority does not have a preferred solution but does mandate that all 21 locations are provided for with at least one charging point. In line with funding requirements the initial Contract Period must be for a minimum of 3 years. Tenderers must submit a business model based on a 3 year contract period, without assumptions on extensions, but may as part of a variant bid submit business model options based on a longer initial contract period or extensions. Subject to additional funding being available the agreed contract term may be extended on a rolling basis in increments to be agreed in accordance with the provision set out within regulation 19(b) of the Public Contract Regulations 2015, subject to the agreement and performance of both parties.
