Tender description
The FCA is looking to establish a 4 year communications framework with six (6) Lots. The framework will replace a number of existing FCA contracts which expire in 2018. Estimated annual expenditure on communications services is circa XXX GBP. The agency(s) shall be able to deliver advertising, creative development and production services for all digital and offline channels. The agency(s) shall be capable of providing public relations services and products either as a sole service element or bringing together various elements into 1 sustained campaign approach, including supporting existing advertising campaigns. These services may be required on a regional or specialist basis. The agency shall be able to measure and validate the work of the FCA media buying agency by assessing effectiveness of buying price and quality. This should be benchmarked against industry standards or auditors pools where relevant, to determine what achievable improvements can be made across the contract. This work will include media partnerships and sponsorships. We are looking for an agency who can offer a range of partnership marketing services and identify opportunities for partnership activity which are relevant to a wider campaign strategy, in collaboration with all agency teams. The agency should be able to demonstrate their experience of forming partnerships with commercial organisations, consumer and public sector organisations, and be able to design and manage partner retention programmes. The agency(s) shall be capable of providing qualitative and quantitative consumer research into creative strategies and propositions, from brand exploration to testing advertising concepts. The agency should be experienced in developing mixed methodologies, advanced sampling capabilities including recruitment of niche and harder to reach audiences. The agency should be used to developing concepts in line with research findings. The agency shall be capable of producing robust communications planning strategies from client briefs and showing a clear line of sight from understanding of audience (s) to insight, implementation and evaluation. The agency strategies should be translated into effective, cost efficient and measurable communications and behaviour change plans off or online.
