Tender description
The establishment of single operator frameworks for the provision of Tenancy Support and Sustainment Services, in eight (8) Lots. Louth County Council is leading this procurement on behalf of the local authorities in Louth, Cavan and Monaghan. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This will involve home visits by the Tenancy Support and Sustainment Service Project Workers whose role will be to support households and signpost and facilitate access to mainstream services. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 1 is for the provision of Tenancy Support and Sustainment Services to Single Persons at Risk and delivered in County Louth. This Lot would be considered as a Low to Medium Support Grouping of a maximum of 30 persons. It would be envisaged that these clients would be having difficulty sustaining or securing a tenancy and be at risk of homelessness. There would be no addiction or health issues of concern. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 2 is for the provision of Tenancy Support and Sustainment Services for Families at Risk and delivered in County Louth. This Lot would be considered as a Low to Medium Support Grouping of a maximum of 20 households. It would be envisaged that these clients would be having difficulty sustaining or securing a tenancy and be at risk of homelessness. There would be no addiction or health issues of concern but it could include households who are exiting domestic violence refuges. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 3 is for the provision of Tenancy Support and Sustainment Services for Addictions and delivered in County Louth. This Lot would include clients whose primary issue is addictions and it would be considered that the needs would be in the high support category. It would be considered that the caseload in this Lot would be 50 clients and that the addictions would include Alcohol, Drugs and/or Prescription Drugs. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 4 is for the provision of Tenancy Support and Sustainment Services for Mental Health related issues delivered in County Louth. This Lot would include clients whose primary issue relates to Mental Health. This Lot would be considered high support and it would be envisaged that the client group would number about 20. Referrals could be made to clients in acute facilities and who will be going through a discharge planning process. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 5 is for the provision of Tenancy Support and Sustainment Services for Intellectual Disability and Behavioural Issues and delivered in County Louth. This Lot would include clients whose primary issue is Low Level Intellectual Disability and also clients who present with behavioural issues. These would be considered high support and it would be anticipated that there would be a caseload of 10 clients. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 6 is for the provision of Tenancy Support and Sustainment Services relating to Prison / Aftercare and will be delivered on a regional basis in counties Louth, Cavan and Monaghan. This Lot includes clients who would be exiting these services. The initial intervention is likely to be referred before exit and the support would expect to be commenced before release from services. This Lot would be a Regional Lot and would be therefore from counties Cavan, Louth and Monaghan and could number 20. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 7 is for the provision of Tenancy Support and Sustainment Services in County Cavan and would include clients who could be presenting or at risk of losing a tenancy due to financial reasons, estate management, addictions or mental health. It would be envisaged that this grouping could number 25 households. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services. The overall objective of Tenancy Support and Sustainment Services is to provide support to persons or households that are at risk of becoming homeless, to assist them to occupy (or continue) to occupy their accommodation and progress from homelessness or potential homelessness towards independent sustainable living. This Lot 8 is for the provision of Tenancy Support and Sustainment Services for County Monaghan and would include clients who could be presenting or at risk of losing a tenancy due to financial reasons, estate management, addictions or mental health. It would be envisaged that this grouping could number 25 households. The Tenancy Services Support and Sustainment services will not duplicate, replace or overlap with other relevant services but will assist in accessing such services.
