Summary of the work Analyse potential concepts for supported verification and advise on any issues, risks and constraints that may impede successful delivery. Support the creation of a framework for performing benefits analysis of possible new data sources and the development of a biographic matching straregy. Who Speclialist Work With The successful candidate will be working with the Standards, Risk and Assurance team as well as the IDP Engagement/Assurance team. Additionally working with the Verify Leadership team. What Specialists Work On Identity Proofing and Verification gating including surgeries, reviewing proposals and reporting deficiencies in compliance with the GOV.UK Verify (“Verify”) specification and contractual requirements. Providing expert advice to Verify and suppliers on potential methods, and technology that could support growth and use of Verify, including creating a framework to establish the value of new and existing datasets. Advising on matching strategies to improve performance of Verify. Providing expert advice on service design for government services onboarding to Verify, including migration strategies for legacy solutions. Defining service delivery requirements for hubs including technical review and gating. Skills & Experience • 5 years experience of working with companies to deliver new capabililities in the field of digital identity • 5 years experience of legacy authentication platforms and how to migrate into Verify • Knowledge of how to measure the reach and impact of candidate new data sources for verifying identities • 3 years experience of understanding and defining identity proofing and verification • 5 years experience of defining matching datasets • Experience of writing and defining service delivery requirements • Understanding of private sector sources of high quality identity data and their commodification for verification purposes Nice to Haves • Experience of contract management • Knowledge of technical limitations of providers of identity • Experience of managing Government Projects • Product Management experience Work Location Government Digital Service, The White Chapel Building, 10 Whitechapel High Street, London, E1 8QS Working Arrangments The intermediaries legislation doesn't apply to this engagement: this is out of scope for IR35. Depending on the workload, the resource will be expected to work up to 5 days a week. This will vary depending on the business needs of the programme with onsite face-to-face meetings as required. Expected to use conference capabilities, google hangouts, email and other channels to keep in contact with the team when working remotely. Security Clearance Security Clearance (SC) Additional T&Cs Cabinet Office (CO) Travel and Subsistence (T&S) Policy will apply. All expenses must be pre-agreed with between the parties and must comply with the CO T&S Policy. Regarding the SC clearance status, if the candidate does not hold active SC clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance It is preferred that the candidate already has SC clearance. If not currently held, the candidate must be willing to undertake the SC clearance process. This DOS requirement made it clear that SC clearance is required then suppliers are required to pay and arrange for that security clearance themselves to become eligible and compliant to perform the contract. We can however arrange for special dispensation to allow suppliers to begin their contract and allow them onsite whilst the security process is underway. A caveat to this is that the suppliers contract would be terminated if SC clearance was not granted. 2. What is the lead time for feedback once the application is submitted?
