Tender description

Why the Work is Being Done Innovate UK is the UK’s innovation agency. The number of applications to and grants awarded by Innovate UK has grown significantly in the last few years. As such, Innovate UK are in the process of implementing new application and grants management services to replace legacy systems and paper based processes. To do so, there is a need to gather user research and design in line with the Digital Service Standards. A team is therefore needed to be able to provide the UX skills and resources to achieve services that adhere to these standards. Problem to Be Solved A team is required to conduct user research, provide lab testing and to create wireframes and prototypes on two projects. This in turn will feed to the developers and configurers of the two services to ensure that any outputs have been designed in line with what a user wants and expects to see. Once developed into the service this will need further user testing to ensure that it is still relevant and correct. There are two elements of this outcome: Alpha and Public Beta phases. The ACC is a continuation of the journey from the IFS. Design work is involved. Who Are the Users Funder needs to advertise opportunities to businesses and academics for funding in priority areas Applicant needs to submit applications for funding while being able to collaborate with other organisations on the application Assessor needs to be able to review an application to assess the suitability of the application to be granted or refused Finance contact needs to be able to submit claims so that the grant is awarded in line with spend Monitoring Officer needs to review claims against project progress and submit reports to ensure the claims are eligible Internal teams review and action applications and claims Early Market Engagement None undertaken Work Already Done The Innovation Funding Service (IFS) is already in public beta with competitions running on the service already. Further development work is needed to refine the existing user journey’s in line with user feedback and to add new competition types. This service has been a bespoke build. https://apply-for-innovation-funding.service.gov.uk/competition/search The grants management piece (Awards, Compliance and Commercialisation, ACC) follows on from IFS with a Commercial off the shelf solution (COTS) solution being implemented to provide this service. ACC is currently in Alpha with a discovery having been completed previously. Existing Team The proposed team will work alongside two teams, one from each of the services: IFS: Product Owner, Delivery Manager, Developers, Internal UXers, BA’s and Testers. ACC: Product Owner, Delivery Manager, Developer, Configurer, Tester. The team will also engage with other Innovate UK employees, business teams and third party suppliers as the project demands. Technical Architecture is covered by the existing team. Current Phase Alpha Work Location Polaris House, Swindon, SN2 1FL Working Arrangments Full time on project, minimum three days per week on-site, location as described above. A professional working day, flexible working hours between 8AM- 5PM as needed to deliver the service in an efficient way as agreed by the Product Owner and Delivery Manager. Security Clearance BPSS - Baseline Personnel Security Standard must be in place by Monday 4th December 2017 and be valid for 9 months Additional T&Cs Under GDPR rules Innovate UK reserves the right to audit the supplier or any of it’s sub-contracted services. • Third party storage, retention and destruction of data policies must align to Innovate UK policies. • Service Organisation Control (SOC) Reports, or similar, should be provided to give additional assurance of the controls within the third party. Third party use of data (whether passed to subsidiaries or additional third parties) and whether all of these organisations must adhere to Innovate UK requirements including for Recovery Time Objective (RTO) and Recovery Point Objective (RPO).
