Tender description
The provision of roof mounted solar PV, probably combined with a battery storage system. The system may be exclusive to a single property (e.g. solar PV on the roof and small battery system for the property), or a community based system where the solar PV and/or battery is on a community basis to help maximise benefits and direct use of energy generated. The system is expected to be funded by a third party (supplier or sourced by the supplier as part of the offer), with tenants agreeing to take the renewable energy (and potentially other energy) for a long period of time in return for lower energy bills delivered by the solar PV and battery storage unit. There has also been discussions with a number of other social housing providers and, depending on viability, this project has potential to be considered for around 25 000 social housing properties in the Swansea Bay City Deal region. The provision of roof mounted solar PV, probably combined with a battery storage system. We manage over 9 000 properties in our social housing portfolio. Of these nearly 8 000 have their own roof, with 3 bedroom semi-detached houses accounting for over 25 % of the total. From previous work there was an estimate that around 2 700 properties could be suitable for solar PV based on location and roof size. Since 2006, we have been working to deliver published work programmes to tenants' homes. We called this the Carmarthenshire Homes Standard (CHS) and achieved this to homes where tenants agreed to have the necessary work done during 2015. We fully acknowledge, however, that this is not the end of the journey and want to do more — hence the Carmarthenshire Homes Standard Plus (CHS+) which is a standard that continues to evolve; improving the quality of housing and services for tenants and residents in Carmarthenshire. This will be delivered by focusing on what matters, within available resources: — We plan to build over 60 new build homes over the next 12-18 months, with more to come. — There are about 3 500 households on the Housing Choice Register. — We get about 1 100 empty homes a year between ourselves and Housing Associations. — We have carried-out over 25 000 repairs to 7 000 tenants' homes during the last 12 months. — Tenants will pay over 36 000 000 GBP every year in rent. — We plan to a total investment of over 55 000 000 GBP to improve existing homes and increase the supply of affordable homes. Since the start of the CHS programme, over 200 apprenticeships have been delivered. Targeted recruitment and training has been a priority with all contractors engaging in the region's Shared Apprenticeship Scheme. As part of the work to maintain the standard and deliver more affordable homes, we will continue to be pro-active in expecting contractors and/or development partners to maximize the benefit of our investment through creating training and employment opportunities for local people. We have signed up to the Welsh Government's Community Benefits Measurement Tool to assess progress in the future.
