Tender description

Sefton Council are prepared to receive tenders to be included on a Framework of contractors, for the provision of hired passenger transport services (bus, mini-bus, coach,taxi and private hire) to Sefton Council and its establishments. However, the resulting Framework Agreement's use is not restricted to Sefton MBC, it is open to be used by the Merseyside Authorities and their establishments. ( to include Liverpool CC, St Helens MBC, Halton MBC, Knowsley MBC, Wirral MBC and Merseytravel). The period of the contract will be 2yrs plus an option to extend for 2 x 12 month periods, commencing 1.1.2018, upon the terms and conditions set out in the attached documents. Adult transport historically followed the same regular home to day centre pattern but with more personalised service e delivery through personalised budgets and self directed services is more likely to become less traditional and more ad hoc requests involving similar home addresses but with variations on destination addresses and times. All passenger transport arrangements will be controlled by bespoke transport scheduling software including requests, run sheets and subsequent payments will be based upon the transport plans derived from this software. Participation in this tendering process which seeks to result in an adequate number of service providers available to provide the necessary passenger transport requirements, in no way guarantees any successful contractor any given volume of work over the duration of the framework contract period. Monthly payment will be made to contractors based on the work they have been asked to undertake, (as confirmed by Booking Form). The greater part of passenger transport requested of service providers over the last couple of years has been regular arrangements of shuttle service nature, for given time periods. Historically bundles of routes were able to be awarded for most passenger categories i.e. SEN, Post 16 college runs and adult transport. Over the last two year contract period, contractors have responded positively to a range of different requests made by our commissioners, being flexible to the many and varied requests, giving the service users a reliable transport service to schools, colleges, centres and a variety of other venues. The number of complaints by service users and commissioners is down in numbers over the last couple of years and moving away from basic transport service delivery issues towards one or two safeguarding and training issue complaints. As with all Local Authority services financial pressures have remained and will only continue for the foreseeable future, certainly remaining a big issue for the next framework contract period.
