Tender description

The London Borough of Hammersmith and Fulham are creating a Local Authority Trading Company, called Family Support Services Ltd, which will begin trading from 1st February 2018. The company will be formed by the TUPE transfer of approximately 100 staff – made up from the Local Authority, Council owned schools and a third-party provider. The staff will of course have legacy payment systems. The majority of these staff are on local authority terms and conditions and the majority also will have local government scheme pension membership. The Council has granted the LATC designated body status of the LGPS. The scheme will be closed to new entrants. We are also asking that the new payroll/HR provider assist us in setting a defined contribution scheme with NEST to fulfil our duties under auto enrolment from the 1st February 2018 for new joiners to the company. We are looking for one company to offer payroll bureau and hr administration (including employee and management self-service) for a 12-month contract. The option to renew and to be able to add additional staff should further TUPE transfer occurs should be possible and indicative costs provided. The initial contract, when let, will be with the London Borough of Hammersmith and Fulham and will then be novated to FSS Ltd. We are looking for an integrated payroll & HR solution. It would be desirable for the solution to integrate with the chosen accounts management system, once selected. The staff groups who are to transfer are currently either paid on the 15th or the 23rd of the month for the whole month. We are consulting with them to move the pay date to the 30th for the whole month in arrears. It may be that a transition arrangement is in place for the first two payrolls. Contractors are asked to comment on this arrangement. Completed tenders will need to be done via Capital E-Sourcing on which you will need to be registered to respond.
