Tender description

Replacement of medical software IT system. Civil Aviation Authority has a requirement to replace a Software System for Aviation Medical Licencing. The main systems that currently support CAA's Aviation Licencing Medical functionality are legacy bespoke in-house applications (‘MARS and AME Online’), that share the same database. The MARS / AME Online (AOL) solutions were originally introduced as a bespoke addition (or bolt on) to CAA's main licensing system (‘PIMS’), which is also a legacy application. Both MARS and AOL also interact with other in-house solutions and databases. MARS is used internally by CAA users (c40 users) and AOL is used externally by a community of CAA approved Authorised Medical Examiners (AME's) (c200). Currently CAA issues c40k medical certificates per annum. The primary objectives of the new solution include sourcing and implementing a COTS product with the following key capabilities/characteristics; —Management of Medical Information, —Uploading of Documents and Records, and subsequent retrieval, —Self service, —Automated proportionate workflow with rules, —Secure communication between relevant parties, —Diary/Calendar/Reminders functionality, —Effective support/training capabilities for user-base, —Flexible solution that can be easily adapted to regulation and legislative change, —Case management, —Intuitive management information/reporting capabilities, —Ability to integrate with other CAA IT solutions, ideally automated interfaces (dependent on cost/benefit analysis of manual v. automated interfaces), —Clear supplier product strategy/roadmap — 5 years+, —Replacement solution lifecycle — up to 10 years.
