Why the Work is Being Done Border Force has a requirement for a supplier to supplement existing resources to deliver phases of work aligned to the Digital Passenger Services Programme, and associated Programmes across the Borders IT Portfolio. Problem to Be Solved Improving efficiencies at the Border Who Are the Users Users include citizens, Border Force officers and wider government agencies to secure UK borders Early Market Engagement None Work Already Done There are currently resources in place on the programme and there are existing services that have already commenced work and are live Existing Team There is an existing team in place working within Border Force.The new supplier will need to work collaboratively with other areas of the programme and other suppliers Current Phase Beta Work Location Apollo House, Croydon as well as other Home Office locations on request Working Arrangments The supplier will be required to work to standards and practices set by GDS and the Home office Centers of Excellence. Resources are expected to work as part of a delivery team focused on a specific outcome. They will be required to adopt common agile practices of daily stand-ups, end of sprint show and tells, and retrospectives. The team is expected to work on client site, the main site is to be Croydon and be available during standard HO working hours. Expenses will conform to HO internal policies and will not be payable within the M25. Security Clearance This supplier's personnel will all require Security Clearance Additional T&Cs This role is deemed to be outside the scope of IR35 of the Intermediaries legislation. Candidates may be working towards obtaining SC clearance and must possess this by the latest start date. The HO may support the candidate with this process, but this must be in place by employment commencement. Candidates with DV Clearance have already undergone SC level checks will also be considered. Expenses conform to HO internal policies and will not be payable to Westminster, Croydon, Stansted, Gatwick or or Heathrow. Those Travel and Subsistence expenses that apply will be payable in addition to the day rate. Skills & Experience • Build services to meet Digital by Default Standard. • Work with multidisciplinary teams • Deliver expected outcomes for the Discovery, Alpha and Beta phases. * Design services that meet user needs and business objectives. • Field flexible team • Capture/share outcomes. • Work to deadlines Nice to Haves *Experience of taking service through the GDS Service Assessment •Experience in building citizen or staff facing digital services to secure the Border •Experience of developing digital services that interface with carriers (air, rail and maritime) •Evidence of resources that have existing Home Office SC clearance that will support the speeding up of on-boarding teams. •Evidence that technical resources have experience of: Use and knowledge of Java 8, Scala, Spring Boot, NodeJS, HTML5/CSS, Docker and Kubernetes, SOAP, REST and PHP •Use and knowledge of an existing DB flavour already used in the Home Office e.g PostgreSQL, or NoSQL DBs such as MongoDB. •Use and knowledge of GitHub, GitLab, Drone, Jenkins. No. of Suppliers to Evaluate 3 Proposal Criteria •Identify named team members including CVs and relevant experience •Ability to mobilise the team quickly and approach to service continuity •Ability to flex up and down resources, whilst ensuring quality and consistency •Approach and methodology to meeting the requirements outlined in RFP •Approach to ensuring value for money •Demonsrate experience of GDS Service Assessment Cultural Fit Criteria •Working successfully in complex multi supplier public sector organisations *Proactive One Team approach: be visible to staff and stakeholders, be transparent flexible and collaborative Work as part of a team Collaboration with 3rd parties and multi-supplier working.
