SOG-ITT-STSB-Provision of Freight, Storage & Distribution Services for Residual Household Waste Bag Stickers & Kerbside Recycling Bags

Tender description

Following the States of Guernsey debate in February 2017 on the implementation of the waste strategy, (Ref. Billet d’Etat V 2017), the States Trading Supervisory Board (‘the States’) is introducing a ‘pay-as-you-throw’ charging mechanism for residual household waste to incentivise recycling. Part of this charging mechanism will require householders to purchase stickers to place on each refuse bag they set out. These stickers will be sold from the same retail outlets as those currently stocking kerbside recycling bags however other stores not supplying kerbside bags may also stock the stickers. The kerbside recycling bags will still be provided to retail outlets for distribution to householders to claim free of charge through a voucher scheme. As these stickers will be householders way of paying to access the Island’s residual waste service and not a profit making product, costs for delivering the ‘pay-as-you-throw’ scheme are required to be kept to a minimum and demonstrate value for money. This tender relates to the freight of the kerbside bags and stickers to the Island, the storage of those items and the ongoing distribution to retail outlets including the associated administration.
