Tender description

DFID Tanzania wishes to contract the services of a ‘Data Verification Service Provider’ (DVSP) to undertake independent data verification for DFID's Payment by Results scheme in Tanzania's rural water sub-sector. In Tanzania, the UK has committed up to 150 000 000 GBP to improving rural water supply and sanitation. Approximately 70 000 000 GBP is allocated to a Payment by Result scheme, which aims to incentivize Local Government Authorities (LGAs) to focus on effective monitoring and maintenance of their water infrastructures. When participating in the PbR scheme, LGAs will report the functionality status of Water Points (WPs) in their respective jurisdictions. These results will be checked and cleaned by the Central Data Management Team (CDMT) at the Ministry of Water and Irrigation (MoWI) before being provided to the DVSP. The DVSP will verify this data which DFID will use as the basis for calculating the magnitude of results-based incentive payments to be made to each LGA. DFID leads the UK's efforts in fighting poverty around the world. In Tanzania, the UK has committed up to 150 000 000 GBP to improving rural water supply and sanitation. Approximately 70 000 000 GBP is allocated to a Payment by Result scheme, which aims to incentivize Local Government Authorities (LGAs) to focus on effective monitoring and maintenance of their water infrastructures. This will enhance the resilience and long term sustainability of rural water supply in Tanzania. When participating in the PbR scheme, LGAs will report the functionality status of Water Points (WPs) in their respective jurisdictions in April of each year from 2018 onwards. These results will be checked and cleaned by the Central Data Management Team (CDMT) at the Ministry of Water and Irrigation (MoWI) before being provided to the DVSP in May each year. The total budget for this contract is 2 200 000 GBP, inclusive of all applicable taxes. There may be the possibility of a 24 month extension to the 45 month contract period, with an estimated value of 500 000 GBP. The award criteria will be the most economically advantageous tender in terms of the criteria stated in the procurement documents.
