Tender description

Jacksons Lane is conducting an OJEU process to appoint a Design Team for a significant Arts Council England-funded Large Capital development starting late 2017. The 1st phase of this work will culminate in the submission of an Arts Council England Stage II Large Capital application at RIBA Design Stage D (RIBA Plan of work 2007) / or completed RIBA Work Stage 3 (RIBA Plan of work 2013). We then hope for subsequent stages and the entire project should be c. 4 500 000 GBP. The Design Team might be 1 organisation or a consortium with 1 lead organisation, and include (e.g.) architect, structural and quantity surveyors, M&E and acoustics specialists and so on. In addition to developing the project to RIBA stages as above, plans for the remainder of 2017 and 2018 include securing the balance of funding required for the project. If funds are in place, and the Arts Council Stage II application is successful, then the construction phase of the project will start early 2020, with the building re-opening late 2020. Underpinning the formalised OJEU procurement process is a shared professional commitment across the Jacksons Lane organisation to establishing working relationships with the appointed Design Team that are positive, productive, creative and pragmatic. To support this, the appointed Design Team will work with a Client-side Project Manager throughout the development project. The Project Manager will be an experienced design and construction professional with responsibility for representing the Contract Authority and liaison. The appointed Design Team will need to demonstrate that they have the commitment, resource and availability to work to the principal funder's strictly pre-determined project timetable. The Design Team will also need to provide every project output specified by Arts Council England for Round 5 of their Stage II Large Capital Grant scheme. Jacksons Lane is recognised as the UK's leading producer of contemporary circus, principal arts venue for Haringey and a National Portfolio client of ACE. With a team of 27 people FTE) it serves over 200 000 people a year and has a turnover of 1 300 000 GBP. The building currently includes a theatre with audience capacity of 166, 1 large and 4 small studio spaces, some backstage and office space and a foyer/café/bar. The building has not had large scale investment for almost 30 years, and is in real need of improvement to create a financially and environmentally sustainable future, whilst meeting the needs of users and attracting new talent. After a severe storm damaged the neglected fabric, the building requires modernisation to bring its facilities up to date for the 21st century. It is also now running at capacity, with more than 3 800 visitors each week. There is a need for modernised/refurbished creation spaces for the development of new work, which will facilitate a fuller education programme for young people and allow far greater numbers of artists to develop their work and practice within a well-resourced and functional building. In June 2017, Jacksons Lane's application to the ACE's Large Capital Scheme was awarded a Stage One pass and development funding. This allows Jacksons Lane 18 months to develop the project to RIBA Design Stage D (RIBA Plan of work 2007) / or completed RIBA Work Stage 3 (RIBA Plan of work 2013) & make a Stage Two application. If this is successful, then the full grant of 2 103 920 GBP, less development funding, will be awarded. The initial application was based on a Feasibility Study produced by Citizens Design Bureau which developed an outline scheme to RIBA Stage 1. The outline construction cost for the whole project is estimated to be in the region of 2 767 000 GBP (total budget in the region of 4 500 000 GBP). At the point of submission of the Stage II application there will be a project break from November 2018 to February 2019, whilst ACE considers the application and makes its decision on further funding. Jacksons Lane intends that this current procurement should result in a contract being awarded to the organisation or consortium who would also be able to continue to the next project stage (if the Stage II application to ACE is successful) without further tendering. A break clause will therefore be in effect for the required waiting period.
