Summary of the work To support the delivery of new TIS Digital Services as part of the existing Agile team Specialist role Business analyst Expected Contract Length The contract will be for up to 6 months with one month SOWs. What Specialists Work On TIS – Assessments and Core • Requirements gathering • User Story and Backlog Development • Interviews – plan, design, conduct • Business process models Skills & Experience • have experience of business analysis in an agile environment focussed on software product delivery • have broad experience of requirements gathering, including the planning, design and conducting of user and stakeholder interviews • Evidence their business process modelling skills • have clear experience of using strong interpersonal and communication skills to rationalise complex scenarios and bridge any gaps between Users, Stakeholders, Product Owners and Development Teams • demonstrate hands on experience of User Story creation and Backlog management Nice to Haves • Detailed examples of experience of working with the GSDM • Experience of the creation of TDD/BDD test scenarios • Experience supporting Agile and Scrum processes and ceremonies Work Location HEE – Stewart House Russell Square, London, WC1N 5DN and Engine Partners, 60, Gt Portland St, London W1W 7RT Working Arrangments Onsite as part of the Agile team – May include off-site visits to HEE Regional Offices (England). Where, and more importantly, when do I submit my shortlisting evidence? HEE has set up an email address (DOSprocurement@nhs.net) for supplier evidence. Bidders are required to apply to the DOS Portal in the usual way and also to send to the HEE team, by the closing date of this application (23:59 on 7 February) their shortlisting evidence to DOSprocurement@nhs.net. Later responses will not be considered. 2. Does the evidence have to be in any specific format? Provide the evidence in CV style, no more than 3 or 4 pages, as PDF with a fixed format title “Role: BA - supplier’s name – individual’s name” Responses in any other form will not be considered. The CV must evidence the skills, experience and cultural criteria. Applications not to this format will not be considered. The email subject title should also have the "“Role: BA - supplier’s name – individual’s name” format. All responses should be 'self contained'. 3. Can bidders provide attachments or links within a CV? No, any responses should be 'self contained'. Please do not include any 'embedded' or 'attached' objects within the CV. They will not be opened or evaluated. 4. We have received questions asking us to confirm the email box address for CVs. The mailbox "DOSprocurement@nhs.net" returns "Address not found" responses. hee.dosprocurement@nhs.net This is the correct email box address for CVs. The group email box that we requested can be accessed at the above address. The original formatting we envisaged did not work. Please use all lower case characters as above. We have tested the hee.dosprocurement@nhs.net address from a number of email domains without further failures. Thank you for detecting and reporting this issue so early in the process. 5. We have received questions asking for the maximum day rate and budget details. We decided not to set a maximum day rate or disclose our budget constraints. We seek excellent value for money and affordability. 6. As part of the cultural fit criteria you ask for "Show appreciation of NHS Mission and Aims". Does this mean, that whilst we might get through the first "tick box" assessment stage, if our consultant hasn't had experience of working within the NHS, that they are not going to be considered? Cultural fit criteria contribute to the evaluation scoring, they are not ‘essential’ criteria 7. Was there any security clearance requirement for these 4 new postings at all? No 8. Is there any flexibility with the working arrangements or will the individual need to be in London five days a week? Whilst the team adopts a pragmatic and reasonable approach to remote working, this is at the discretion of HEE in order to maximise team productivity. We anticipate that the majority of the time is expected to be London. This role (BA) may be required to travel often to HEE's regional offices. Travel away from base will be as per HEE's Travel Expenses and Subsistence Policy a copy of which has been placed in the Sharepoint, the link to which is provided in the Question and Answer dates section of this requirement. 9. In light of recent legislative changes to be invoked, can you confirm whether this assignment would fall inside or outside of IR35? The question is reasonable enough. Our response is given without prejudice to the process yet to be introduced by HMRC. What we can say is that we are using a Government competitive framework to award contracts which have start and end dates and for which all transactions are covered by an official order. We can also say that the roles advertised are not pre-existing or existing HEE roles. 10. Continuation of the response to the above question about IR35 HMRC guidance about “Off Payroll” provisions says, “These changes will also introduce a requirement for public sector bodies to provide information to agencies and workers about whether engagements are within the off-payroll rules.HMRC will provide a new digital tool to help identify whether engagements fall within the off payroll rules to support customers impacted by the reform.” Our team has yet to see the details of this and therefore cannot comment further at the moment beyond re-iterating that we are following the full extent of all terms and conditions of an official Government framework and contract for Digital Specialists. 11.
