Tender description
As part of High Speed Two's ("HS2 Ltd") work in developing a Skills, Employment and Education Strategy, HS2 Ltd intends to issue an Invitation to Tender (ITT) in the near future for the provision of updated labour and skills demand and supply forecasts in order to enable an assessment of the extent of any skill mismatches in the UK labour market pertinent to developing and constructing HS2. This information will support HS2 Ltd in: - Anticipating the skill need for the Hs2 project over its lifetime; - Communicating with local government, businesses and the public; - Making informed policy recommendations, and; - Monitoring developments in key Supply Chains which will be required in the construction of HS2. Under this Contract, the successful Supplier(s) will be required to build a labour and skills demand forecasting model and front-end tool. This tool should be capable of producing forecasts of labour demand disaggregated by quarters, industry, occupation, qualification, geographic location, and HS2 work-packages. The model and tool should be sufficiently flexible to be adjusted in light of emerging programme information as the scheme progresses. HS2 Ltd will also require forecasts of the supply of labour and skills over the course of the project and the fit between demand and supply of labour and skills in the UK. The successful Supplier will be required to provide an 'on-call' support service after the final deliverables have been agreed. The purpose of the 'on-call' function would be for future training of HS2 staff in using the tool, presenting the methodology and outputs and updating the model (as required). Please note, this procurement exercise will be conducted on HS2 Ltd's e-Sourcing Portal, Bravo. Information on how to register on Bravo is attached to this notice. It is anticipated that an Invitation to Tender (ITT) will be published for this opportunity in late February 2017 via the Bravo e-Sourcing portal (a Contracts Finder Notice will be published alongside this). More detail (including a formal Statement of Requirements) will be available at this stage.
