Tender description

Birmingham City Council are inviting organisations to tender for the provision of temporary accommodation for citizens who are homeless and for other families who have No Recourse to Public Funds (NRPF) who are also homeless. The provision of temporary accommodation will be provided through a private sector leasing (PSL) scheme. It is proposed that there will be both a block contract agreement (Lot 1) and a framework contract (Lot 2) established for the provision of this accommodation through this procurement. There are 2 requirements. The first is for a prescribed number of leased, furnished properties required for the life of the contract. These are purchased under a Block contract arrangement. The second provides additional capacity of furnished accommodation purchased on an ad-hoc basis subject to demand through a framework agreement. In total the Council requires approximately 1 050 properties though this contract. The Council requires between 600-800 Block Contract properties. This will equate to between 60 % and 80 % of the properties used by the Temporary Accommodation and NRPF teams under this contract. The Council requires a further 250-400 properties through a framework agreement. The requirement will be split in the same manner as Lot 1, and will cover both the temporary accommodation and No Recourse to Public Funds (NRPF).
