Following the last market engagement event in March 2017, a further HMPPS Strategic Partnership contract briefing is arranged to update potential suppliers and to answer questions. The briefing is between 1000-1300hrs, Friday 13th October 2017 in Learning Suite 6 IT, Zone A Ground Floor, 102 Petty France, London SW1H 9AJ. HMPPS is seeking a strategic partner to help change prison and probation services. Our partner will help us improve how we deliver and manage change across the organisation HMPPS is an executive agency, sponsored by the Ministry of Justice (MoJ). We make sure people comply with Court Orders to serve sentences in prison and under probation supervision in the community. In England and Wales, we are responsible for: • running prison and probation services; • reforming people leaving prison; • making sure support is available to stop people offending again; • managing contracts for private sector prisons and services such as the prisoner escorting and electronic tagging Our responsibility in the criminal justice system is to protect the public and reform offenders. We face major challenges to implement MoJ reforms to improve prison safety and security as well as probation services. The strategic partnership will strengthen implementation of project delivery and operation of our change portfolio. The portfolio has a rough magnitude of £3bn in total whole life costs (WLC) and includes all MoJ and HMPPS change activity having a material impact on the Agency. The portfolio is diverse and ranges from implementing prison safety reforms to re-letting key contract such as prison food. Research has shown a need to strengthen change implementation at all levels if we are to reap the investment benefits and reform our operations. Our vision is to grow HMPPS into an organisation that models professionally excellent project delivery, making effective use of resources to produce outcomes that outweigh the inputs. This vision incorporates the Government Project Delivery Capability Framework and our partner will have extensive experience in both change management and project delivery industries. Our partner will proactively help us adopt, adapt, apply and monitor new ways of working and behaving.
