Tender description
Welwyn Hatfield Borough Council intend to develop landmark buildings at the eastern gateway to Hatfield town centre. This is a keystone project in the regeneration of central Hatfield. Welwyn Hatfield Borough Council (‘The Council’) intend to develop landmark buildings at the eastern gateway to Hatfield town centre. This is a keystone project in the regeneration of central Hatfield. Two separate, but adjacent buildings are proposed — an 8 storey block and a four storey block, both providing retail accommodation on the ground floor with a total of 70 residential apartments above. There is no requirement for affordable housing in either block. The project also involves the regeneration of the public realm around the buildings and Old St Albans Road, with a new surface car park for residents and visitors to the town centre. A Planning Application has been submitted to the Council, which will be considered by the Councils Planning Committee in early November 2017. The Council are looking for a Partner to progress the RIBA Stage 3+ plans through to detailed design to the construction and delivery of the buildings. The opportunity will provide the developer with the capital sales receipts from the 70 residential apartments. The Council require the ground floor retail accommodation to be handed back on completion. The Development Partner will be sought through a competitive tender process following the restrictive process The base construction cost has been estimated to be approximately 16 000 000 GBP The SQ will be issued late October 2017. After evaluating the initial submissions, the full Employers Requirements tender pack will be dispatched early December 2017 with returns in February 2018. The Council's final authorisation to accept and proceed is expected in early April 2018 with a start on site later the same year. A launch event is being held at the central London offices of Colliers International on Thursday 26th October showcasing this project together with updates on existing projects and announcing further development opportunities in Hatfield.
