Tender description

The Council intends to tender (possibly by means of Competitive Dialogue with Negotiation) for a contract to provide Temporary Accommodation Modular Home provision. As the Council does not currently own or manage housing stock it is proposed to seek a housing provider partner currently providing modular units to undertake the full range of services including assembly, management and dismantling at the end of the term, to meet the Councils statutory rehousing duties in relation to homeless families. As such, this PIN does not formally signify the beginning of a procurement process and does not constitute commitment to undertake a procurement exercise. In the event that the London Borough of Bromley decides to commence formally procurement pursuant to this PIN a separate OJEU Contract Notice will be issued. If the Council proceeds with this procurement, it is likely the Contract Notice will be posted in January 2018 or at such time as directed by the Council. The Council does not own or manage housing stock; it is proposed to seek a housing provider partner currently providing modular units to undertake the full range of services including assembly, management and dismantling at the end of the term in return for guaranteed use of the land during the defined period and guaranteed nominations form the Council. The proposal is for the site to be made up of: 30 % Single bedroom (single adult or couple with no children); 55 % 2 bedroom accommodation (single adult or couple with up to 2 children); 15 % 3+ bedroom (families with 3 or more children). The nominal arrangement would be for the provider to lease such units with running costs being met through the rental stream able to be charged to tenants and the applicable TA management fee grant. There will be a Supplier Open Day on the 1.12.2017, which will be held at Crofton Halls, York Rise, Orpington.
