Durham County Council and Durham University Energy Institute have applied for funding from The European Regional Development Fund to fund the delivery of a solid wall insulation (SWI) innovation project in domestic properties in fuel poor communities across Durham. Durham County Council Durham and Durham University Energy Institute are looking into a potential tender exercise to put in place an Innovation Solid Wall Insulation Project The soft market process and the restricted OJEU procurement process will seek to engage the SWI supply chain in product/system innovation. Particularly in the following key areas to address current market failure — A non-slip industry/ECO warranted Stone and brick render finished SWI system for domestic low rise properties — A prefabricated/off site manufactured EWI capping/trim and gutter system with a 20 year guarantee. A SMART installation process with the inclusion of scaffold free elements where appropriate. the budget is an indicative figure. Durham County Council Durham and Durham University Energy Institute may conduct a future procurement exercise to put in place an Innovation Solid Wall Insulation Project (SWI) Prior to issuing the Tender documents the Council has decided to engage the market in a softmarket test to assist in the preparation of specifications and Tender documents for this SWI system. Soft market testing documentations are available via the Council's E-tendering system from 21.9.2017. Organisations can register electronically for the documents via http://www.nepoportal.org — access the suppliers area, select Durham and input DN299822. A Bidder Briefing Event will be held on 3.10.2017 at Craghead Village Hall, Craghead, County Durham, DH9 6AN as part of this softmarket test, the Council may, but is not obligated to, hold 1 to 1 meetings or further group engagement sessions with organisations following receipt of the soft market test.
