Tender description

The principle objective of this tender is to appoint a single Contractor to design and build new Litter Monitoring Software for web-based and mobile platforms, to provide comprehensive training on its use, and to provide ongoing maintenance and support following deployment. The principle objective of this tender is to appoint a single Supplier to design and build a fully automated, customisable software system that supports the adoption of the new monitoring methodology for Litter and Fly-tipping. The software will be required to provide two user options — a web-based and a mobile application — that will utilise a shared central database and infrastructure, allowing transactions to be recorded live or stored offline for later synchronisation. The software will provide secure, reliable and consistent access for multiple users from a range of different public, private and third sector organisations for three specific functions: — Displaying the location of assigned litter monitoring sites and allowing associated data entry on cleanliness standards; — Allowing additional, selective litter monitoring data to be recorded at locations chosen by the user; and — The reactive recording of fly-tipping incidents as and when they occur. Full testing of the software prior to deployment is essential, and training on the use, maintenance and customisation of the software must be provided to Zero Waste Scotland and selected audiences to support deployment. The software must be supported for an initial period of 24 months following deployment. This will include an annual maintenance plan, ad hoc support for bugs and other user-identified issues, and technical support for any other activity within the original scope of work.
