Summary of the work Supplier with capability and experience in transforming large scale, complex business critical end-to-end legacy technology and services into efficient modern solutions, to provide a team for Beta through to Live. Key capabilities: Development & Build, System Integration/Technical Architect; IT Service Management; Digital Service Design; Service Transition, Security Architecture. Expected Contract Length Initial 6 month as per draft SoW - potential for further smaller delivery packages for up to 2 years Latest start date Monday 11 December 2017 Budget Range Budget for initial SoW circa £5 million Why the Work is Being Done DS require a Delivery Partner to support the development of integrated digital solutions and allow decommission and transition from the legacy platform. The Delivery Partner will provide a value for money solution to: 1. Replace the existing legacy mission IT applications and technology platform (this currently supports DS's end-to end business processes) by March 2018 in favour of digital and cloud based alternatives where appropriate. 2. Design & deliver efficient digital services that enhances the user experience & meets their needs along with policy and strategy objectives. Problem to Be Solved Replace legacy systems and contracts with modern, flexible digital alternatives; and transform services to meet user and agency needs such as: -‘Digital First’ customer centric approach to delivering services, meeting SG Digital Strategy and standards; -Replace the mission IT legacy system, which is reaching end of its life, support and maintenance; -Continue the development of the Service & Solution Architecture and overall Delivery Approach with appropriate levels of protection; -Provide System Integration, implement and provide initial Service Management capability throughout Delivery -With DS, in line with SG Procurement Policy, identify and specify the requirements for off-the-shelf technology products/services Who Are the Users As a PVG Scheme applicant I need to efficiently become a Scheme Member to gain employment; As a PAD Customer I need a Disclosure to gain employment; As a Organisation working with the vulnerable I want to ensure my staff are not disqualified from working in this sector; As DS Security Manager I need to ensure customers personal sensitive information is proportionately protected; As DS Service Manager I need services that are efficient and effective to operate, support and improve to meet evolving user needs. Early Market Engagement Currently working with Incumbent Delivery Partner to deliver the following release schedule: November 2017 - Basic Disclosures Online December 2017 - Basic Disclosures B2B January 2018 - Standard & Enhanced Disclosures Online February 2018 - PVG Online March 2018 - Exit existing Legacy system Work Already Done Working with incumbent supplier BJSS undertaking: Initial planning for data migration between old and new systems, delivery of record matching (Informatica IR) and disclosure content management (rules engine) components. Developed High Level Architecture. AWS Platform build underway. Commenced implementation of new BPM system (Alfresco) to process online applications due for release in November with 3 subsequent releases to March 2018. Design for payment gateway system and new backend finance system. Developed Citizen facing UI prototypes for Online Basics, carried out user research. Existing Team The supplier will work with blended, multi-discipline in-house team, including Service Managers, Product Managers, Business Analysts, Technical Architects, Project Managers, Delivery Managers and Service users. There will be instances where the supplier will need to work with other DS suppliers. Current Phase Beta Skills & Experience • As an organisation have direct experience of collaboratively designing and delivering similar successful Beta implementations of customer-centric digital public services highlighting experience employing user research to perform user-centred design-(3%) • As an organisation have direct experience of delivering and supporting similar mission IT services which incrementally integrate and then migrate from backend legacy applications utilising cloud infrastructure-(3%) • As an organisation have direct experience of designing and securing similar Public Cloud solutions delivering Digital Services which incorporate large volumes of personal sensitive information with appropriate levels of protection-(2%) • As an organisation have direct experience of leading and collaborating in Agile and iterative development and building client capability whilst achieving successful delivery-(2%) Nice to Haves As an organisation demonstrate experience of successful delivery of similar complex service transformation projects involving retirement of legacy services-(1%) Work Location Work will be required to be undertaken at DS offices in Pacific Quay, Glasgow. Working Arrangments The services to be delivered onsite within DS premises and are anticipated to be minimum 4 days per week . In agreement with DS some off-site working may be allowed. Travel and Subsistence expenses will be paid in alignment with SG Travel and Expenses Policies. Key Staff to include: Senior Technical Architect Lead, Security Architect & Senior Delivery Manager.
