The British Council is the UK's international organisation for cultural relations and educational opportunities. We create friendly knowledge and understanding between the people of the UK and other countries and work with 100 countries across the globe in managing innovative programmes in the arts, English language, education and civil society. The British Council has adopted a major new strategy to embed good evaluation practice and to transform the way it undertakes monitoring and evaluation in all of its work. This will enable us to generate high-quality evidence of our impact (even in hard-to-measure areas) and ensure that lessons are learned and shared. We have recently set up a Results and Evidence Framework for the whole organisation, which is narrative based around key areas of delivery. We are launching a tender exercise in early October to recruit qualified evaluators for our new procurement framework to support us in embedding this. The British Council is setting up an evaluation procurement framework to enable rapid access to high-quality international and national expertise in monitoring and evaluation. This will be done through a framework agreement initially for 2 years, with the option to extend to 2 further 1 year extensions. The providers could be consulting firms, academic networks and/or civil society organisations. This framework focuses on 3 main areas: (i) To provide efficient and effective expert services for the design and conduct of evaluations of its policy areas and programmes; (ii) To professionalise evaluation through technical evaluation training courses aligned to the British Council Evaluation Competency Framework; (iii) To provide a technical support service — A Quality Assurance component- a service to provide (i) expert technical advice to those managing and supporting evaluations; (ii) independent quality assurance on BC's evaluations and (iii) learning reviews of the BC's evaluations.
