Tender description
This requirement is for the operation and maintenance of the Rail Innovation and Development Centre (RIDC) Melton. This strategically important test RIDC facility provides a safe environment for the testing and trialling validation of new and modified rolling stock, plant, on-track machines, infrastructure technology and equipment. The site capability is as follows: — Development and testing of rail vehicles, on-track machines and on-track plant; — Training on rail vehicles, infrastructure systems and equipment; — Vehicle acceptance testing; — Product acceptance of new infrastructure systems, equipment and components; — New technology trials; — Incident reconstruction trials and emergency services training. Facilities at the site include: — 2 rail test tracks (One 13 mile line and one 4 mile line); — A rail vehicle maintenance shed with 3 longer roads (1 pitted) and a shorter road for lifting and jacking; — Sidings; — 25 kv AC OHL with associated electrification assets; — 3rd and 4th DC rail configuration including a 11 kV substation; — 5 Tunnels; — 39 bridges; — TSI noise test site; — A conductor beam; and — Train testing up to 125mph. — Office accommodation within Unit F and the adjacent porta cabin, and at Old Dalby Lot 1 is for the operation of the facility and includes the following activities: — Management, planning and safe operation of the facility; — Train driving; — Shunt moves; — Control of train movements; — Facilities maintenance of all the buildings and workshops; — General facility management; — Provision and on-going compliance of all operations to the Network Rail non-mainline Safety Management System (SMS) which is used on site; — Provision of locomotives for shunting and vehicle recovery; — Security of the facilities. Network Rail reserves the right to award none, one or all lots as stated. Bidders will be invited to attend a site visit between the dates of 1.11.2017 — 3.11.2017. The scope of Lot 2 (Infrastructure maintenance) includes: — Infrastructure manager accountabilities; — Maintenance of; — Track; — Track furniture and equipment; — Overhead line and associated electrification assets; — Train protection systems (TPWS and AWS — to be confirmed); — Structures (including bridges and tunnels, excluding buildings and workshops); — Vegetation; — Fencing; — Seasonal track treatment (to be confirmed); — Asset surveys. The requirement is for the provision of suitably qualified resources and equipment to undertake the above activities. In addition to this the supplier may be required to undertake infrastructure renewal activity as and when required. Network Rail reserves the right to award none, one or all lots as stated. In addition for lot 2 we will be considering an in-house option. Bidders will be invited to attend a site visit between the dates of 1st — 3rd November.
