Tender description

This requirement is for the Application Development and Support of the Care Quality Commission's (CQC) CRM Information Technology System. The system remains the core transactional system underpinning the vast majority of CQC's operational processes. There is an on-going, large-scale technology and capability review linked with the delivery of a new Digital Strategy; whilst this strategic trajectory is determined within the future state a continuation of the current CRM Application Development and Support provision is proposed. The on-going Requirement will comprise a new service model encompassing Agile methodology in-line with the Authority's strategic direction yet with the same over-arching focus on CRM System Development and Support. The original offer to the market was a call-off contract with the contracted value of 4 600 000 GBP (inc VAT). CQC has not availed itself of the total value, it is anticipated that the award will not exceed the original offer to the market first provided. The Authority is currently undergoing a large-scale technology and capability review and has completed a prioritization exercise to identify its imminent, strategic priorities. Notwithstanding this the Authority has identified an immediate priority to adopt agile best–practice and wishes to apply this with immediate effect. Whilst the capability review and strategic trajectory is determined within the future state, CQC proposes a continuation of the current CRM Support and Development Service Provision with the adoption of an Agile, Dev-Ops Approach until future-use and/or replacement is determined through the strategic trajectory reviews. The on-going Requirement will comprise a new service model encompassing Agile methodology in-line with the Authority's strategic direction yet with the same over-arching focus on CRM System Development and Support. The original offer to the market was a call-off contract with the contracted value of 4 600 000 GBP (inc VAT). CQC has not availed itself of the total value and it is anticipated that this award will not exceed the original offer to the market first provided within the competitive procurement. Furthermore, at the point that CQC put the original requirements to market in 2015 the Organisation was not deploying agile practices. With the advent of the strategic review in 2017 the deployment of agile practices has been determined as a minimum requirement for the future. The new service approach will permit the knowledge transfer of agile practices to the Authority and assist in the goal of building internal capability. The Agreement is estimated to last for 12 months up to a maximum of 24 months and the publication of this VEAT is to fall within PCR2015 Regulation 32 (9) and (12) ‘Negotiated Procedure without Prior Publication- additional grounds relevant to new works or services which repeat similar ones’. The negotiated procedure without prior publication may be used for new works or services consisting of the repetition or similar works or services entrusted to the economic operator provided that such works or services are in conformity with the basic project originally awarded in a compliant tendering procedure.
