Summary of the work Provision of a senior business analyst to act as the Business Analysis Practice Lead in support of agile development on the Criminal Justice System Common Platform Programme in accordance with the GDS Agile methodology. Specialist role Agile coach Expected Contract Length 24 months Latest start date Monday 2 October 2017 Maximum Day Rate Target rate is circa £900 per day. Who Speclialist Work With The Programme has an existing architecture function in which the lead business analyst is part of the wider business architecture practice. Current development activities have teams in place. Each existing team comprises: a Product Owner, a Delivery Manager, a Technical Lead, a Business Analyst, a User Researcher, a UX/HTML Designer, one or more front end, back end or full stack developers and a QA specialist. It is expected that the successful provider will primarily provide and coordinate community of practice activities with business analysts and provide other business analysis support. What Specialists Work On Provision of leadership, supervision, coaching and support of the Programmes business analysis team. Skills & Experience • Demonstrable experience of building and leading a community of practice for business analysis to support programme delivery. 6% • Demonstrable experience of identifying and managing features in a programme backlog. 6% • Demonstrable expert agile knowledge of business analysis techniques&tools, for example:modelling current and desired future scenarios, business functions and processes, logic and rules, information flows and data structures(6%) • Demonstrable experience in developing and maintaining strategic analysis outputs at a programme level. 4% • Demonstrable expertise in providing business analysis capability within a multi-functional agile team working in a structured agile approach to product development, and developing programme standards in this area(4%) • Demonstrable expertise in using Jira to producing&managing a backlog of clearly defined user stories, NFRs&acceptance criteria using BDD through all stages of agile development&developing programme standards in this area(4%) • Demonstrable experience of playing a leading role in discovery/inception and ensuring effective collaboration between business experts, user researchers, user experience designers and technical team members. 4% • Demonstrable experience of working in a large scale agile programme and taking a leading role in developing and proposing cross-programme business analysis approaches suitable for this environment.5 % • Demonstrable experience of agile business analysis working with UR/UX, testing and business architecture communities. 3% • Demonstrable experience of product management, working with and coaching product owners. 4% • Proven experience of working with Domain Driven Design in respect to business analysis. 4% • Proven experience in supporting teams to manage GDS assessments and working with the Digital by Default service standard.3% Nice to Haves • Demonstrable experience of investigating operational issues, problems and new opportunities, and seeking effective business solutions through improvements in automation or new or changed processes/procedures, organisation and equipment. 3% • Significant experience of delivery of business transformation enabled by digital services. 4% Work Location Primarily Southern House, Wellesley Grove Croydon CR9 1WW and Rose Court, 2 Southwark Bridge Road London SE1 9HS (the "Base locations”, although some visits to other locations and UK Travel may be required.) Working Arrangments The Service is being delivered against the GDS Service Manual. SoW/Work-Orders will be issued to define the development outcomes of each project phase and typically span 3-6 months. The specialist will initially be required to work onsite at the base location working a (5) day week. For works performed at a non-Base location and outside London (outside of the M25), all reasonable travel and expenses costs shall be met in accordance with the rates set out in the MoJ travel and subsistence policy. All expenses will require prior approval from HMCTS. Security Clearance Baseline Personnel Security Check (BPSS) which must be dated within three months of the start date. See https://www.gov.uk/government/publications/government-baseline-personnel-security-standard for further guidance. Additional T&Cs Any expenses shall be submitted in line with the Ministry of Justice Standard Travel and Subsistence policy. Suppliers shall provide transparency to the Buyer on the rates paid to resources and any third parties in the supply chain. No. of Specialists to Evaluate 3 Cultural Fit Criteria • Explain the approach for working with multi-vendor teams across multiple projects at different locations.(5%) • Explain how you will ensure collaboration at all levels of the project and programme delivery between users, team members, and management. Give examples of where you've taken this approach.(3%) • Explain how you would maintain a no-blame culture and encourage people to learn from their mistakes; provide examples.(2%) Evaluation Weighting Technical competence 60% Cultural fit 10% Price 30% Questions from Suppliers 1. Please could you advise IR35 status of the role? CPP currently assess this proposed contract to be a Services contract and outside of the scope of IR35. We are not in a position to confirm to bidders with certainty any future assessments of IR35 as those will be subject to review by MoJ and HMRC. Bidders on this competition should take into account, particularly in regard to pricing, that services may be deemed to be in scope of IR35 by other parties beyond our control. 2. Can you confirm if there is resource already in place or is this a brand new requirement? There is an existing Practice Lead role filled by a supplier whose contract is expiring hence the re-competition. 3. Will the existing supplied resource be reapplying for this requirement? CPP will not know that until the competition closes on the 13th September. 4. Regarding the BPSS clearance status, if the candidate does not hold active BPSS clearance and is willing to go through the process, can this be considered, if yes will you sponsor the security clearance. Yes 5. 2.Can any other higher security clearance be considered? Yes. BPSS is the minimum. 6. 3.What is the lead time for feedback once the application is submitted? Interviews will be held in the week commencing 18th September. 7. 4.Will this role be within IR35? See previous answer 8. Any chances of change in start date as the latest date mentioned is Monday 2 October 2017 We may be flexible by up to a week for the right candidate. 9. What are the other expenses which will be paid? Is occasional remote working allowed? Expenses will only be paid for necessary work required away from the base locations in London.Occassional remote working will be allowed on an exceptional basis however the role requires leadership and collaborative working practices which we feel are best served by attendence on site at the base locations. 10. 1.Is there any travel involved in this role and will the travel expenses be paid ? 2. Is the rate inclusive or exclusive of VAT? 3.Would you consider work permit holders (e.g. Tier 2 General Visa) and EU passport holders for this role ? Travel will be occassional not regular. Expenses will be paid in line with MoJ Civivl Servant rates.Target rate is exclusive of VAT.Nationality of candidates is not relevant to the Programme. They must have a legal right to work in the UK, and be capable of acheiving BPSS security clearance by the required start date. 11. Would you consider amending the last bullet point under Essential skills and experience - Proven experience in supporting teams to manage GDS assessments and working with the Digital by Default service standard - as this is not currently applicable in Scotland or NI (Digital First instead) therefore would preclude candidates with public sector experience in those regions only? No - that requirement is viewed as Essential. The purpose of it is to exclude candidates who do not possess the skills/experience we need. 12. As there is an existing Practice Lead role filled by a supplier whose contract is expiring hence this re-competition; please can you advise if that supplier is permitted to re-bid? All DOS suppliers are entitled to bid. The current supplier is registered on DOS.
