Tender description

This PIN is in relation to the upcoming procurement of a Multi-party Framework agreement for the Supply and Supply and Spraying of Bituminous Emulsion will be carried out using an open procedure with a view to appointing to the Framework competent bituminous emulsion suppliers/manufacturers with experience and appropriate technical and professional ability in supplying and supply/spraying a range of bituminous emulsion products to Local Authorities participating in the Framework agreement. The suppliers/manufacturers that are admitted to the Framework will be invited to participate in ‘mini competitions’ by the individual contracting authorities (Local Authorities) for the provision of supplies and services described in the mini competition tender documents. Mini Competition Contracts awarded under the Framework agreement will be awarded on the basis of the most economically advantageous on the basis of the award criteria set out in the mini competition tender documents. The scope of services to be provided under the Framework agreement are divided into 2 separate lots: Lot 1 is for the supply only of Bitumen Emulsion products. Lot 2 is for the supply and spray of Bitumen Emulsion products. It is anticipated that the Framework competition will commence in Q3 of 2017 with subsequent mini competitions following award commencing in January 2018. The term of the Frameworks will be for 36 months, with an option to extend this Framework for a further 12 month extension period. However, TII may also decide to procure the Framework on the basis of the full four years. The scope of services to be provided are divided into 2 separate Lots.
