Summary of the work Supporting and developing a Power BI business intelligence system using the MS stack with integration of i-series DB2 data and MSSQL Specialist role Developer Expected Contract Length 15 weeks (2 days per week - preferably Mon and Thur each week Latest start date Thursday 7 September 2017 Maximum Day Rate The maximum daily rate is £660 including VAT Who Speclialist Work With The specialist will work with the product owner, users from the business and CCEA ICT staff. The product owner will agree the requirements, specification and quality of work to be delivered. The buyer will provide development, UAT and production platforms and licences. The specialist will be working with an in-house IT resource to transfer knowledge and skills What Specialists Work On As part of a wider transformation project we are seeking to procure support from interested suppliers to further enhance, develop and support our existing BI capability built on the Microsoft BI stack and integration with i-series DB2 data. This will work will be focused on qualification systems Skills & Experience • • Have a minimum 3 years experience of successfully understanding user needs and designing BI reporting to suit. • • Have demonstrable experience in developing system prototypes that are user-centric in their design • • Have demonstrable experience of using Miscrosoft Power BI to develop interactive reports and dashboards for visual insights. • • Have demonstrable experience of using SQL databases and SQL server and data warehouse services. • • Be able to use Agile development methods to deliver the requirements • • Have demonstrable experience in data modelling and data cleansing. • • Have demonstrable experience importing and manipulating iseries DB2 data in Power BI • • Have demonstrable experience in high stake qualifications data structures Nice to Haves • • Have experience of web application development using MVC or other tools • • Have experience of working with public sector or specifically Education (or NDPB) • • Have experience using educationt data to support strategic planning using analytics. Work Location CCEA, 29 Clarendon Dock, Clarendon Rd Belfast, BT1 3BG Working Arrangments The supplier will be working on site in order to develop requirements with various groups, from operational staff to senior management. The supplier will be expected to be on-site approximately two to three days per week during the development and implementation phase. An essential component of delivery is working with in house staff to deliver coaching and mentoring. The implementation phase is likely to take 3 to 4 months (15 weeks) to complete and thereafter as and when required for further enhancement. It is preferred that the developer is on site every week on a Monday and Thursday. Security Clearance The developer must have Basic Security Clearance is a minimum requirement No. of Specialists to Evaluate 3 Cultural Fit Criteria • Has demonstrablly and successfully completed knowledge transfer to other technical and non-technical staff • Work successfully as a team player with users and technical staff particularly in the public sector • Takes responsibility for their own work in an open and transparent manner Evaluation Weighting Technical competence 50% Cultural fit 10% Price 40% Questions from Suppliers 1. Please could you confirm IR35 status of the role? Response.As a government body CCEA will need to check with the respondent that all taxes are being paid. All taxes are the responsibility of the supplier (individual or organisation) in question. (Not with the buyer, CCEA) 2. Is this a 5 days a week role? No. This is a role for 2 days a week, specifically on a Monday and a Thursday for 15 weeks. 3. Please clarify if this is 2-3 days per week for 15 weeks or is it 5 days per week for 15 weeks with 2-3 days on site. This is a role for 30 days at 2 days a week, specifically Monday and Thursday, all on site.
