Why the Work is Being Done Improving the energy efficiency of business in the UK is important to achieving carbon targets and reducing business bills. BEIS research indicates business abatement potential of £1.3bn/year (<3 year payback) just based on improvements to buildings but insufficient action is being taken to reap those benefits. BEIS is working with 8 energy intensive sectors on the Industrial Decarbonisation and Energy Efficiency Roadmaps to 2050 project. Action Plans were recently agreed with seven (paper & pulp, oil refining, glass, food & drink, chemicals, iron & steel) who requested BEIS provide a portal for information sharing on energy efficiency & decarbonisation. Problem to Be Solved Access to information is one of a range of barriers preventing business from implementing energy efficiency measures. Understanding energy efficiency improvements can be complex for business, whose needs can be very different depending on the type, size or maturity of the business. Trade organisations advise that small and medium sized enterprises (SMEs) do not know where to go to get advice on energy. Also Energy Intensive Industries have asked for portals to share information on R&D, best practice, knowledge and access to funding opportunities potentially within and between sectors to drive energy efficiency and decarbonisation through the Roadmaps initiative. Who Are the Users All business operating in England with a particular emphasis on: a. SMEs: UK business is diverse and SMEs are a difficult target for energy efficiency. Partly due to their diversity: they operate in every sector, in all property types and vary from one person operations with no business premises, to manufacturers with up to 250 employees. This means that business cannot be characterised into a single user model. b. Energy Intensive Industries (regardless of size), who can access and share information on R&D, best practice, knowledge and access to funding opportunities as well as share research information on energy efficiency. Early Market Engagement none Work Already Done none Existing Team The team will be working with employees of BEIS who will act as Service Manager and Product Owner. Current Phase Discovery Work Location Work will take place at BEIS offices (Westminster, Central London) and the supplier site as required. Working Arrangments The successful team will be open to co-location with the BEIS policy team at BEIS HQ, Westminster, London, for at least part of the working week. Actual arrangements will be agreed at the outset of Discovery. We anticipate an agile working environment based on scrum principles, which encourages open and fluid communication across the team. We expect the supplier to suggest and manage the approach and processes that enables this but at the very least we anticipate daily scrums along with weekly meetings. Users and stakeholders are nationwide so we anticipate a requirement to engage users from different regional areas. Security Clearance Baseline Personnel Security Standard (BPSS). Additional T&Cs Skills & Experience Experience in consumer-needs discovery in the context of complex consumer-facing services. Understanding and analysing drivers behind usage of end-to-end online services. Understanding of how consumer-facing digital services are constructed, operated and maintained. Experienced is assessing amount of work required and costs of developing consumer-facing online systems. Experience identifying users who require assisted digital services, including their respective needs and usage patterns. Communicating complex issues using clear and concise language in both written and verbal ways to a variety of audiences and expertise levels. Demonstrate how you would deliver in line with and meeting the GDS Digital Service Standard. Nice to Haves Demonstrable knowledge of the issues surrounding business energy efficiency, particularly in respect of business advice and business energy usage. Awareness of recent technological developments in energy generation, energy efficiency measures and energy usage measurements. A familiarity with the principles of behavioural insight and behavioural change. Experience of applying these principles to consumer-facing services, particularly online. Experience of leading Discovery projects in the public sector.
