Tender description
The Authority is seeking expressions of interest to appoint a suitably qualified and experience main contract for the purpose of residential conversion and construction of new build residential development at The Friary in Maldon. Essex Housing (a function hosted by Essex County Council on behalf of public sector partners) is bringing forward the vacant ECC owned Friary site for residential housing. Essex Housing has worked to develop a scheme which has high design standards, is sensitive to the local area and will help address local housing requirements. The planning application has now been submitted. The Friary is situated off Carmelite Way in the town centre of Maldon and is circa 0.40 hectares (1 acre) in size. The site currently contains a single Grade II listed building which has had significant modern extensions. The property is known locally as The Friary East. The Works consist of the residential conversion of The Friary East, demolition of the attached modern annex building and the construction of a new build residential development to accommodate a total of 30 apartments with associated access, parking and landscaping. The Friary is a designated heritage asset within the Maldon Town Centre Conservation Area. It is therefore desirable to ensure that the significance of this heritage asset is sustained by putting it to a viable use. The proposed scheme is to ensure that the scheme delivers new market and affordable housing in a manner that is appropriate to the building and its surroundings and is consistent with its conservation in accordance with the National Planning Policy Framework. The Authority will be inviting tenders for the provision of these works via a 2 stage OJEU compliant Restricted Tender process. Suppliers are advised that Essex County Council is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR). If a supplier considers that any of this information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, identify clearly the specific information it does not wish to be disclosed and specify clearly the reasons for its sensitivity. Essex County Council shall take such statements into consideration in the event that it receives a request pursuant to FOIA and EIR which relates to the information provided by a supplier. However, if the information is requested, Essex County Council may be obliged under FOIA and/or EIR to disclose such information, irrespective of the suppliers wishes. Please note that it is not sufficient to include a statement of confidentiality encompassing all the information provided in the response.
