Tender description
The London Borough of Enfield (the ‘Authority’) is seeking to appoint a suitable heavy duty vehicle converter to fulfil an urgent requirement for 36 Refuse Collection Vehicles. Enfield Council has requirements for 14 RCV's in FY 17/18, followed by the balance of 22 RCVs in F/Y 18/19. It is our intention to include the requirements for both financial years in this procurement exercise with the view to achieve further savings. We expect prices from tenderers to be fixed at the current market prices, as this approach will provide us with the opportunity to buy vehicles with prices locked at the current prices before new higher prices comes into force in January 2018. A phased delivery approach is then required to ensure delivery of 14 RCVs in 17/18 and the remaining 22 vehicles at the start of 18/19 F/Y. London Borough of Enfield invites suitably qualified suppliers to tender for the purchase of 36 refuse collection vehicles. The selection of successful supplier(s) will be via a compliant Open Procedure. The selection process has three stages that MUST be successfully completed by the tenderers, to culminate in a contract award. Stage 1 — Evaluate the Standard Selection Questionnaire. Stage 2 — Evaluate the Essential Requirements specifications. Stage 3 — Evaluate price and whole life cost over 7-year life span. This tender requirement for 36 vehicles has been split into 2 — Parts 1 & 2 and is further broken down into 4 lots. PART 1 — Financial Year 2017/2018 Requirements. LOT 1 — Supply 6 x trade bin lift on refuse collection vehicles prepped in production with bin lift weigh equipment. LOT 2 — Supply 5 x trade bin lift on refuse collection vehicles fitted with bin lift weigh equipment. LOT 3 — Supply 3 x Domestic Split bin lift refuse collection Vehicles. PART 2 — Financial Year 2018/2019 Requirements. LOT 4 — Supply 22 x Domestic Split Bin Lift refuse collection Vehicles. Please note that Part 1 and Part 2 requirements will be treated as individual lots under one procurement exercise. Prices submitted as part of Part 2 (FY 2018/2019) tender should be based on the current market prices at the time of submission and the successful tenderer(s) must supply the vehicles at the prices provided in the tender document.
