Tender description
The Commission for Energy Regulation (CER) is Ireland’s independent energy and water regulator. CER regulates the level of revenue which the electricity Transmission System Operators (TSO), electricity Distribution System Operators (DSO), electricity Transmission Asset Owner (TAO) and electricity Distribution Asset Owner (DAO) (collectively the “network companies” can recover from customers to cover their respective costs. Existing policy for connection of exporting generators to the electricity network in Ireland is captured under two broad processing approaches: the Group Processing Approach (GPA) and the Non-Group Processing Approach (non-GPA). The GPA has been designed for larger, renewable and conventional generators. The non-GPA is the process to connect small, renewable and low carbon generators that fulfil public interest criteria. While under the GPA, generators included in a given gate have always been processed together as a group, non-GPA applicants are processed individually and sequentially. The successful tenderer will be required to provide the CER with expert economic and technical advice in relation to these decisions at various stages of the CER’s consultation and decision making process. The consultancy support required for this project has been divided into two separate elements. Specifically, parties are invited to tender separately for: Lot 1 – Price Review 4 (PR4) Implementation Lot 2 – Enduring Connection Policy (ECP) .
