Tender description
Portsmouth City Council (the ‘Agent’) acting on behalf of West Sussex County Council (the ‘Council’) is inviting tenders for the design, supply and installation of photo-voltaic (PV) panels to approx. 65 school buildings. The Council has secured capital funding to the value of 3 000 000 GBP to deliver a programme of work which will run from November 2017 to approximately February 2019. The programme has been split into phases with the first phase of work due for completion by March 2018. In letting the first phase of work packages the Agent will establish a multiple contractor framework agreement on behalf of the Council which will also be available for East Sussex County Council as well as all Unitary Councils, District and Borough Councils and schools with academy status located within the counties of West Sussex and East Sussex. The target date for award of the framework agreement and 1st phase of work packages is 3.11.2017. The framework agreement will run for a duration of 4 years. The Council has secured capital funding to the value of 3 000 000 GBP to deliver a phased programme of work which will run from November 2017 to approximately February 2019. The first phase is due for completion by March 2018 and comprises of the following packages. — Worthing and Lancing Cluster — 3 schools — approx. 195 000 GBP. — Billingshurst and Rustington Cluster — 2 schools — approx. 240 000 GBP. — West Durrington Cluster — 4 schools — approx. 250 000 GBP. Tenderers may bid for one, all or any combination of packages. In letting the first phase of work packages the Agent will establish a multiple contractor framework agreement which will be used to let the subsequent phases of work. The agreement will also be available for East Sussex County Council as well as all Unitary Councils, District and Borough Councils and schools with academy status located within the counties of West Sussex and East Sussex. The framework agreement will run for four years. To accommodate use by additional contracting authorities and securing of further funding the total estimated value of contracts let via the framework is stated as 30 000 000 GBP. However, the Council reserves the right to exceed this figure in the event that changes in government in government policy, advances in technology, etc. facilitate the release of significant funds. However at this point in time the only committed funding is the 3 000 000 GBP of capital funding referred to earlier. To date none of the additional contracting authorities have committed to use the framework agreement and their inclusion implies no legally binding obligations to this effect. Individual call off contracts let via the framework agreement may range from 30 000 GBP— 350 000 GBP, although no upper or lower limit is imposed. Average value of individual call off contracts is likely to fall between 150 000 GBP — 200 000 GBP. The full suite of JCT contracts may be used to let works but it is envisaged that the JCT Minor Works Contract (2011) with Contractors Design will be used in the majority of occasions. On the basis of the tenders submitted for the phase 1 work packages the highest scoring tenderers will be awarded places on the framework agreement. The highest scoring 6 tenderers will be appointed onto the primary tier whilst the next highest scoring 4-6 tenderers will be appointed onto the secondary tier. For standard works secondary tier contractors will be held in reserve and only invited to bid where capacity in the primary tier has been reduced. Secondary tier contractors may also be invited to take part in mini-competitions for non-standard works — high value, alternative procurement / contracting strategies, etc. — or for works required at geographical locations that are a significant distance from those used to establish the framework. The results of these mini-competitions may be used to establish additional primary tiers for future non-standard / high value / geographically distant works. To ensure that the primary tier remains competitive over the course of the agreement both tiers of the contractors may be invited to bid for standard works with the results of the mini-competition used to re-establish the primary and secondary tiers. The procurement programme for establishing the framework agreement and letting the 1st phase of work packages is as follows: — Bidders briefing & site tours — 22-23.8.2017. — Clarification deadline — 15.9.2017 23:59. — Tender return deadline — 25.9.2017 14:00. — Confirmation of preferred bidders for phase 1 work packages and framework agreement — 23.10.2017. — End of standstill period — 2.11.2017. — Commencement of phase 1 work packages — 13.11.2017. — Completion of phase 1 work packages — 2.3.2018.
