Tender description

Cambridgeshire County Council (CCC) and consortium invite Tenders for the supply of goods and services in respect of Real Time Passenger Information services. This includes the supply of a RTPI hosted platform by the Contractor as a software service, GPRS journey time central system, supply and install or decommission of RTPI equipment and the maintenance, including software and both new and existing hardware, of the complete RTPI system to the set response standards and Key Performance Indicators (KPIs). The primary requirement of this contract is to put in place a system that will deliver high quality bus RTPI. In order to do this, the Consortium wish to maintain the existing RTPI system while having the ability to expand when required. The RTPI system must therefore be capable of ongoing expansion as more displays and outputs are potentially deployed. The overall objective is to have a RTPI system that: — Is accurate in delivering highly credible information to the public and other end users; — Encourages use by, and involvement of, the bus operators; — Allows the automated loading of route and timetable data using TransXchange or similar; — Ensures complete privacy between bus operators who use the system; — Provides management reports and statistical analysis; — Has sufficient capacity to deal with foreseeable expansion in the consortium region; — Offers long term value for money to the stakeholders; — Provides a safe and reliable RTPI asset within the resources available. In addition to the Consortium members, this Framework is also open to all of Local Government Shared Services (LGSS) including: i) Partners and other organisations delegating services and or functions to LGSS (currently CCC, Milton Keynes Council and Northamptonshire County Council, Norwich City Authority and Northampton Borough Council) who participate in LGSS' shared services venture; ii) New LGSS customers seeking to utilize LGSS frameworks on an independent third party basis; iii) Any city, district, borough or other local authority within the counties of any LGSS partner authority (currently Cambridgeshire County, the City of Milton Keynes and Northamptonshire County) including Northamptonshire Partnership Homes; iv) Any companies or organisations set up by participants in LGSS; v) Any school, academy, university or other educational establishment within the counties of any LGSS partner authority (currently Cambridgeshire County, Northamptonshire County and Milton Keynes); and vi) Members of the local authority purchasing group, Central Buying Consortium.
