Quotation for Viability Appraisal Review Sandwell Metropolitan Borough Council (SMBC) is one of the four Black Country Boroughs. It has an adopted development plan comprising of the Black Country Core Strategy and a Site Allocations and Delivery DPD as well as other SPD's. The Borough has seen some significant investment in recent years particularly in West Bromwich the boroughs premier town centre. However, the borough also suffers from large areas of contaminated land (as a result of its industrial history) and relatively low housing prices compared to the national average. More information on the Boroughs aspirations for the future can be found at www.sandwell.gov.uk We are looking to employ consultants to act on our behalf in producing Viability Appraisals and checking assumptions set out in Viability Appraisals submitted to the Council and to negotiate with planning applicants to ensure that affordable housing is provided in the borough where viable. Therefore, we need to ensure that the consultants understand the local market, and are able to understand assumptions and challenge them where necessary. Their work needs to be of a high quality which they can evidence as it may be scrutinised at appeals by a Planning Inspector.
