Tender description

The Contracting Authority intends to identify an Economic Operator(s) to contract with for the provision of the Biometric Matcher Engine Software (Face) & associated services as part of the Home Office Biometrics (HOB) programme. This includes: Matcher Engine Software (MES) — a combination of biometric algorithm software and associated components that provide the specialised capability to match a biometric facial image to a known identity held as an encoded facial image; and Associated Services — May include any / all of the following; design, biometric accuracy testing, collaboration, integration and system testing, transition, data migration, early life support, In life level 4 support, professional services. A biometric Matching Engine Software (MES) supplier will be selected to provide the services described in II.1.4 above, and as set out in detail in the procurement documents issued alongside this notice. The MES will integrate with the Contracting Authority's Biometric Matcher Platform Service (BMPS) which supports multiple biometric modalities and multiple data sets (which include, but are not limited to, immigration, citizenship, law enforcement) as part of the HOB programme. The procurement documentation further sets out the specific MES requirements in the wider HOB programme and BMPS context. The initial MES (Face) deployment is focused on law enforcement. However, the intended Contract provides for deployment to a wider set of Central Government (including police) organisations over the contract Duration. Such additional deployments will be added through Change Control, operating within the parameters of this notice and the supporting procurement documents.
