Why the Work is Being Done HS2 is changing the country so we need to change our digital presence too. That means a new website to better meet our users' needs for finding information about our organisation and the UK's biggest infrastructure project. This contract will deliver and host a new website that works for many different users. From line-side residents, through suppliers and sub-contractors to future employees. The site will need to present national and local information e.g. documents, interactive maps and policies. Services such as: Digital Marketing, SEO, conversation optimisation, online video and social media will also need to be offered to HS2 Problem to Be Solved Given the large geographic area covered by the HS2 route many people want to find information pertinent to them. HS2 need a website that present general and specialist information to different types of users in different places. It needs to be place-friendly not just people friendly and make use of interactive maps. At the same time we need to continue to publish nationally relevant corporate and policy information for our many stakeholders - in an engaging manner Who Are the Users 1. Expert I need to know specific details and be aware of changes so that I can inform my community or business. 2. Newbie I need to find out about the HS2 project so that I can form opinions. 3. Contractor I need to access information so that I can apply for or fulfil my contract. 4. Member of the community I need to attend events so I can learn more about HS2 and how it will affect me. 5. Disputer I need to know how to complain so that it can be resolved. Early Market Engagement Early market engagement was conducted that has supported shaping HS2 requirements and confirmed that suppliers on the DOS have the capacity and capability to meet those requirements Work Already Done HS2 have completed; User research and focus groups; Site analysis and User feedback. HS2 have also taken into account recommendations from parliamentary ombudsman and independent commissioners. Existing Team The HS2 digital team consists of a Digital Manager, a Social Media Manager and the Head of Digital. It is part of the Corporate Communications function in the Corporate Affairs directorate. The project team will include the Digital manager and head of Digital, calling on IT, H&S and Contract Management colleagues. Current Phase Not started Work Location Suppliers own office, and HS2 offices, which are currently: 2 Snow Hill, Birmingham; 1 Canada Square, London and Triton Square Working Arrangments HS2 seek a supplier who will not only build a website, but will also be the main delivery partner for the Discovery, Alpha, Beta and live phases. As well as providing support in form of a delivery partner the supplier will provide website maintenance and website development. Initially, it's expected that the supplier will be physically present for milestone events e.g. kick-off, hack-days, key meetings, sign-offs. However, the majority of work will take place at the supplier's premises. Our main communication tool is Skype for Business (HS2 will not permit expenses claims for any travelling as part of this contract) Security Clearance Additional T&Cs HS2 have made changes to the standard Digital outcomes and specialists 2 call off contract terms in regards to: IPR, Taxes and Brexit. All changes will be shared at ITT stage Skills & Experience Please confirm, by stating yes or no, that your company has a minimum turnover of more than £240,000 per annum. Please Confirm (Yes/No), your company has these minimum insurances levels: List up to five projects (including the value and company name) you've led that developed, supported and maintained large corporate / public sector / transport / construction website Give one example, including a wesbite link, where you have developed successful, user-friendly maps and/or place specific-relevant content and functionality? Give one example, including a wesbite link, where you have developed and implemented a long-term development roadmap for a large companies (>250 employees & turnover >£50 million) corporate website Give one example, including a wesbite link, where you have worked with an in-house digital team for a large (>250 employees & turnover >£50 million) organisation Give one example, of when you have set up an analytics package to measure and report on KPIs related to corporate scorecards and key user journeys Give one example, of when you have completed the discovery of a similar project, including mapping user journeys / stories and how you converted these into high-quality corporate website requirements? Give one example of ensuring information security and assurance for a similar high-profile client project? Give one example, including a website link, of a website redevelopment that has led to proven improvements in: brand perception; conversion rate; traffic; bounce rate; dwell time. Give one example, including a website link, of when you have used open source content management systems for corporate sites? Give one example, including a website link, of integrating social media and third party content and data into such sites? Give one example, including a website link, of delivering projects in line with Government Digital Service and accessibility standards?
