Tender description

Summary of the work A National Record Locator Service (NRLS) has the potential to unify patient records across the NHS without needing to dictate where those records might be stored. This could provide a level of interoperability in the NHS which has previously been unachievable. Expected Contract Length Call-off until 30 Nov 2018, option to extend up to a max. of two years (Initial SOW for 12 months) Latest start date Monday 2 October 2017 Budget Range The Call-Off contract will have a maximum value of up to £28m per annum. This cap is the cumulative total of spend approval across all NHS Digital DOS suppliers up to 30 November 2018. Therefore, this is the cumulative aggregate spend across all such suppliers and is not indicative of the spend under this proposed Call-Off Contract. Each Statement of Work shall detail the allocated spend to that particular project. We believe that this initial SOW, and subsequent SOWs under the resulting call-off, would require a 'vendor of scale'. Why the Work is Being Done In 2016, NHS Digital embarked on a successful National Record Locator Service (NRLS) Proof of Concept. This Statement of Work (SoW) aims to deliver the NRLS alpha/beta/go-live implementation phase, which is currently scheduled for Q1 2018/19. This SoW will establish a call-off contract through which this SOW will be awarded and used for future allocation of SOW's. This will allow the Supplier to deliver discovery, development and delivery services pursuant to SOWs agreed under this Call-Off Contract. Services may be delivered across any of the Buyers existing Portfolio of Programmes. SOW's will not be exclusive to any Supplier or Framework. Problem to Be Solved Making more information available through a National Record Locator Service will enable: • Healthcare professionals access to the most up-to-date and accurate information about patient medical history/treatments/current episodes of care, etc. • Patients won’t need to answer the same questions, professionals will have information from others involved in that care episode available to them • More time can be devoted to patient care, rather than seeking relevant clinical/care information • NHS organisations will share medical information more efficiently and electronically which will facilitate the provision of safe care • More effective utilisation of resources, facilitating efficient, integrated care Who Are the Users As a paramedic, I need to be able to access relevant and structured patient information which will help me to provide appropriate care and make informed clinical decisions. Not having access to this information may, for example, result in an unnecessary and avoidable admission to hospital. As an A&E doctor, I need to be able to know as much as possible about the patient who has just walked into the hospital so that I can efficiently provide relevant care in a timely way. Not having this may make triaging and care offered more difficult and unnecessarily time consuming. Work Already Done In 2016, NHS Digital performed a Proof of Concept for National Record Locator Service to investigate the design assumptions, technical implementation challenges and costs for the creation of a national record locator index (as a foundation capability for the creation of a NRLS). A beta was subsequently approved and early discovery work is underway to determine next use cases to be applied/collaborator sites to work with. Early indications suggest an urgent and emergency care theme will be applied. The beta will be delivered at various stages of the lifecycle, further information is provided in the Statement of Work. Existing Team The supplier will be working with the existing NHS Digital team as well as NHS organisations and suppliers within the chosen collaborator site(s) locality. The NHS Digital team currently includes a full time Programme Manager and Project Support Officer and part time Project Manager and Technical Architect. It is anticipated that over the coming months a full time Technical Architect and Project Manager will be assigned to the team. Current Phase Discovery Skills & Experience • have frontline healthcare delivery e.g. real world experience of working with NHS Trusts to deliver technical solutions • experience of working at both national and local levels within the healthcare sector, e.g. the NHS • demonstrate how they have delivered solutions in complex environments • demonstrate experience and familiarity with user interface frameworks and standards • demonstrate experience and familiarity with GDS principles, service design standard, assets and accessibility. • demonstrate experience and familiarity with user research techniques and approaches, support user research activities and usability labs to test key user journey alternatives • have UX Prototypes – clickable demo of key Identity user journeys to support user testing and user research • have product ownership – product vision, backlog with user stories - prioritised backlog of requirements identifying MVP arranged as themes, Epics and user stories • have experience of summary of findings - concise but detailed presentation of findings, with recommended solutions and roadmap for alpha and beyond • service improvement principles including defining problem statements, driving out assumptions, creation of proto personas, creation and testing of hypotheses, defining and managing KPIs • provide evidence of your ability to deliver Outcomes with blended Buyer and other Supplier teams • have developing cloud-based FHIR automated testing • have developing provider and consumer reference implementations • have working with/creating cloud-based GitHub and Jekyll-style ecosystem Documentation (as per new NHS Digital standards) • have communications/marketing/engagement services for events, products, case studies, tutorials and white papers • have eCloud-based alpha/beta to production life cycle • be ready for live service work – tooling, service descriptions, go-live support • have solution assurance linkage • be a cloud-based demonstrator and code samples supporting use • have project and programme governance, management, updates and controls Nice to Haves • Utilising JIRA (for work management and time tracking) • Utilising confluence Work Location Predominantly based out of the HSCIC/NHS Digital office in Leeds. Address is as follows: 1 Trevelyan Square, Boar Lane, Leeds, LS1 6AE. No expenses will be paid for travel to this location. There will also a requirement to travel to collaborator sites on a regular basis, expenses of which will paid in line with contract schedule 1G. Working Arrangments Suppliers will be expected to work with the on-site team as specified in the Statement of Work (SoW). This is required for collaborative working and is essential given the complex nature of this SoW. There will be a need to attend regular team meetings not only in Leeds (where NHS Digital’s HQ is based) but also with the collaborator site(s) and their respective sites. No expenses shall be paid for working at allocated base HSCIC/NHS Digital location. Expenses will be paid in line with the contract schedule 1G if required to work at a different location.
