Tender description

Procurement of services associated with the replacement of the existing Active Traffic Management System (ATMS), the integration / replacement of existing support systems and the subsequent ongoing support services. The new ATMS will form the core part of the Network Intelligence & Management System (NIMS) that includes all other sub-systems required to operate the Motorway Network. The new system entails the development of a software system capable of utilising real time data to assist operators with the operation of the motorway. The solution is required to have an open architecture capable of expansion to support future TII network operation projects and in line with current international best practice. The solution must be future-proof and scalable to allow integration with additional Intelligent Transport Systems (ITS) equipment and enhanced functionality. Due to the specialised nature of the system to be developed a Competitive Dialogue procedure will be used for the procurement of the new ATMS and replacement support systems. Note. The development of the ATMS is being carried out as a sub-project of a larger TII objective to improve motorway operations in Ireland. This Enhancing Motorway Operations Services project will also involve a number of other sub-projects, which are closely related. As such, the successful Supplier will be required to liaise with other parties as necessary to ensure the efficient coordination of elements of the works which are dependent on inputs from other sub-projects.
